Fourteen months and counting before the 2010 elections, the public debate pendulum is swinging between just who the viable, and worthy candidates are and just how the balloting will be conducted.
For the wannabees, the deadline for the filing of certificates of candidacy is November 30.
But ahead of that, equally crucial is the window for the Commission of Elections to select a competent automated elections systems provider in a bidding devoid of any suspicions of rigging and overpricing.
Once the systems provider is chosen, the nationwide technical infrastructure, inclusive of the ICT backbone for the 2010 polls must be installed and fully operational well ahead of May 10, 2010.
It is against this backdrop that the warning of citizens like Atty. Christian Monsod cannot be ignored.
In marathon discussions yesterday the COMELEC approved the Terms of Reference for the bidding of the mission-critical Automated Election System (AES) as mandated by Republic Act 9369.

This corner submits that is is now imperative for the poll body to supervise a fully transparent, and voter-experience -validated demonstration of what technology will be deployed, and just how the balloting will be done from start to finish.
Automated election technologies may range from touch-screen voting terminals and ballots-for-scanning where voters shade the boxes opposite their candidates’ names, all the way to automated canvassing of election results at municipal level.
Those results are then going to be transmitted to the COMELEC national canvassing center.
Filipinos need to be fully convinced that the system the poll body will select will be cheat-proof, and secure from such vagaries as power outages, extreme weather conditions, and most of all data tampering to and from the transmission points.
The Philippines is entering a brave new world in the next elections. It is not just the cost of PhP 11.3-B riding on thie exercise, but the very future of our society.
There is only one way for the COMELEC, for us, to do this:
THE RIGHT WAY.

Lumalabas na P35,000 suweldo nila kada buwan ay pakitang-Tao lang as
Milyun-milyong budget ng bawat senador… Kada buwan ay may Fixed Monthly
Budget ang bawat Senador ng humigit-kumulang P2 Milyon.
As opisina pa lang nila ay humigit-kumulang P500,000 ang budget nila as
Maintenance and Operating Expenses (Rental, Utilities, Supplies at
Domestic Travels) at P500,000 para as Staff at Personal expenses. Kaya
Para makatipid ang ibang Senador, kaunti lang ang staff na kinukuha nila.
Nagtataka ka pa kung bakit mayroong mga Ghost Employee?
Bukod diyan, may P760,000 allowance pa sila kada buwan para naman as
Foreign Travel. At ang masakit pa nito, Hindi na kailngan I-liquidate ang
Mga resibo ng mga gastusin ‘yan kundi Certification lang ang Requirement.
Heto pa, lahat sila ay Chairman ng mg Komite as Senado. Ang Committee
Chairman ay tumatanggap din ng budget na sinlaki ng tinatanggap ng mga
Senador na humigit-kumulangP1 Milyon din! Hindi sila mawawalan ng Komite
Dahil 24 lang ang ating mga Senador at 37 naman ang Committee as Senado.

Benepesiyo at Kita kapag sila ay nabiyayaan ng Committee Chairmanship.
As P200 milyon na Budget para as Pork Barrel ng mga Senador bawat taon,
Awtomatikong may 10% na S.O.P. O Kita ng Senador na P20 milyon. Ito ang
Porsiyento na ibinibigay ng mga kontratista as mga Senador na nagbibigay
As kanila ng mga Infrastructure at Livelihood Project.
Bago matapos ang termino ng isang Senador, kumita na siya ng P100 milyon
As Pork Barrel pa lang. Yung ibang Senador mas gahaman, Hindi lang 10%
Kundi 20 – 30% ang komisyon hinihingi as mga kontratista.
Pansinin niyo na lang ang pagbabago ng buhay ng ilan as ating mga Senador
Simula nang manungkulan as puwesto. Kung dati ay simple lang ang kanilang
Pamumuhay ngayon ay nakatira na sila as mga eksklusibong subdivision,
Maraming bahay as Pilipinas at abroad at mahigit lima ang sasakyan.
Ngayon nagtataka ka pa ba kung bakit gumagastos ng daan-daang milyong piso
Ang mga Senador as kampanya para as isang posisyon na P35,000 lang ang
Suweldo kada buwan? Bawing-bawi pala ang gastos kapag naupo na!
