    MANILA, Philippines—She ordered the Palace thrown open to the common folk, and was annoyed at what she saw.

    A long stretch of impoverished Filipinos peeking through the gates of the Kalayaan compound under the intense afternoon heat was the sight that greeted President Gloria Macapagal-Arroyo a day after she issued her unprecedented order.

    It was apparently the closest that her staff could get to the planned National Relief Operations Center on the Palace grounds to help victims of Tropical Storm “Ondoy” (international codename: Ketsana).

    The President beheld the scene when she arrived at Kalayaan Hall at around 1:30 p.m. from a Cabinet meeting in Camp Aguinaldo. Her face turning sour, she ordered the Palace guards to immediately let the people in.

    Hermogenes Esperon, Ms Arroyo’s chief of staff, tried to downplay his boss’ annoyance, saying: “She just didn’t want to see the people lined up outside.”

    About an hour later, the number of people expecting relief goods swelled to around 500. Many of them were women and kids dressed in tattered clothes and slippers.

    An old man in a wheelchair fell in line, at the end of which volunteers distributed nothing more than hamburger buns.

    Repacking center only

    Esperon said there was an apparent miscommunication: Malacañang was not supposed to be an evacuation center, as was announced on Monday.

    “This is a repacking center, meaning we will receive donations, repack them, then send them to evacuation centers where the flood victims are,” he told the Philippine Daily Inquirer. “If they want to receive relief goods, they should go to the evacuation centers.”

    But it was Executive Secretary Eduardo Ermita who announced that offices at the Kalayaan buildings could be used to temporarily house flood victims.

    To avoid disappointing those who came, many of whom were from communities just outside Malacañang, volunteers handed out pieces of bread and soft drinks.

    By 3:30 p.m., most of them were filing out of Kalayaan.

While made an artcile about it with speculations and exaggeration to sow and feed hatred to you and your ilk.       It makes sense for GMA to order the gates be opened when she saw the long lines of people.

      BUT Cerge and the Presidential Security Group failed in their jobs.
      Malacanang is a control center for government. Malacanang should never have been mentioned as an evacuation center.

        Just like her statements in her recent SONA about our preparedness in disasters and calamities. She’s eating those words right now.

        The people should have locked the doors to prevent her from entering. Forcing her to step down and resign.

      Malabon seems to be the worst hit by floods in the Camanava area with Barangay Potrero experiencing about 10 to 15 feet-deep floodwaters. The flood problem in the city was also compounded when three of its dikes near the Tullahan River collapsed. The dikes were among those set to be rehabilitated under the Department of Public Works and Highways’ P5 billion Camanava Flood Control Project.

      In Navotas City, the floodwaters only went up to knee-high level, Mayor Toby Tiangco said. He added that all of the city’s 24 pumping stations operated for 36 hours straight during the height of Ondoy’s onslaught.

      “Before, we were always the worst hit by the floods. Our pumping stations helped us control the water. We were 80 percent clear of all floods by Saturday evening,” he said.

    i’m sorry, but if my info last night is correct, there is a specific room (or hall/building) in malacañang wherein there are evacuees from Tatalon, QC.

    my source also told me that these evacuees some “better off” than the other victims because the room/hall/building/ is air-conditioned (because aircon system in the palace is centralized).

    additionally, food is being provided by the coop canteen in malacañang.

    The Local Water Utilities Administration, a government-controlled corporation, held a “lavish” feast for its 36th anniversary Wednesday night, a virtual slap on the face of half a million Filipinos victimized by storm “Ondoy” who are scrounging for relief goods.

    President Arroyo arrived at 9 p.m.

    Sen. Alan Peter Cayetano said that while most celebrations have been cancelled to donate to victims of Ondoy, the move of LWUA to proceed with its anniversary is the “height of insensitivity.”

    “Kawalanghiyaan na ito,” Cayetano said

    A source said LWUA ordered 500 reservations for cocktails and 250 reservations for a seven-course dinner buffet from Henry’s Catering Service.

    A check with menu showed the catering cost about P200,000 (at P510++, P530++ to P610++ per head).

    The celebration, complete with a live band, was held at the LWUA main office on Katipunan avenue, Balara, Quezon City, which was one of the worst hit by Ondoy floods.

    The menu consisted of baked mussels with olive oil and garlic as appetizer, “sinigang” soup, and roast pig.

    The main course included “kare-kare,” chicken barbeque, squid “salpicado,” spinach with chicken and garlic, “pancit” sotanghon (or canton guisado) and steamed jasmine rice.

    Desserts included fresh seasonal fruit platter and “buko pandan” salad.

    Assorted sodas, “guinumis” and home-brewed iced tea were also served.

    It was not yet known if Prospero Pichay, LWUA chairman and administration ally, shouldered the expenses.

    A source said the celebration was prepared not actually to celebrate the anniversary but to impress President Arroyo.

    The source said Cabinet Secretary Silveste Bello arrived at around 8:20 p.m.

    The source said the highlight of the event was the signing of watershed development memorandum of agreement between LWUA, DENR and Philippine Association of Water Districts.

    The LWUA covered court was also covered with tarpaulins of President Arroyo and Pichay.

    Cayetano also said he has been informed that the National Disaster Coordinating Council has also used Henry’s Catering Service for its meetings in connection with relief operations for victims of Ondoy.

    Sen. Miriam Defensor-Santiago urged private individuals and organizations to file a petition in court for damages against Local Water Utilities Administration (LWUA) chief Prospero Pichay and other officials for the “extravagant” celebration of the agency’s 36th anniversary Wednesday night.

    Santiago said the celebration “should be considered an extravagance during a time of calamity.”

    She said that under the Civil Code it could be prevented through a court injunction.

    “The Civil Code frowns upon excessive or conspicuous consumption in times of national emergency or calamity. If it falls within that category, anyone can go to court and obtain an injunction to stop it,” she said.

    “If it has already happened, then a petition can be filed in court for damages against those who held the celebrations because of a violation of a provision in our Civil Code. If we do not enforce it by means of court injunction, then it becomes a dead law.”

    Santiago said those who hosted the celebration would have to pay in their individual capacities and refund the national treasury “because I’m sure that the COA will not allow that as a necessary expense.”

      A day or day-and-a-half before landfall, CNN can make guess-timates on how many inches of rain that a typhoon (headed for Pinas) can bring. Assigning a PAGASA-employee to watch CNN (days before a storm) is good use of money, won’t one say?

    I live in Florida, at category 4, i must have accessed to information on list of evacuation centers, flashlight, water , emergency kit, battery operated lamp and can goods for food.

    Emergency preparedness is key to ensure the survival of everyone present. Is the government ready?

      In NJ there are signs all over telling people where to go during an evacuation. This should be done all over the Philippines. In MM, the government already knows where the low lying areas are. There should be signs telling people not to go that way. Emergency phone numbers should be posted anywhere people converge like malls, train stations and schools.
