MALACANANG announced the appointment of former Senator Tessie Aquino-Oreta as Secretary of the newly-created Early Childhood Care and Development Council (ECCDC).

The Council was created by Executive Order 778, “Transforming the Council for the Welfare of Children into Early Childhood Care and Development Council,” signed by President Gloria Macapagal Arroyo. It was authorized by the ECCD Act. Its principal author, former Senator Tessie Aquino-Oreta, has been appointed Chairperson of the ECCD Council with a rank ofCabinet Secretary.

The former legislator has accepted the position with a great challenge of helping the parents raise their children in a proper way to cope up with the global demands.

The country’s most vulnerable and often most neglected citizens will receive badly needed government assistance under the newly created “Early Childhood Care and Development Council.”

“My advocacy for children’s welfare remains whether or not I have a position in government. I intend to strengthen that commitment so that the Filipino child can have a fair start,” Aquino-Oreta said. 

The ECCD Council will provide support to children ages  6 and under by promoting their rights to survival, development and special protection with full recognition of the nature of childhood and its special needs. The Council will also support parents in their roles as primary caregivers and their children’s first teachers.
        
She expressed optimism that the young children who receive ECCD services are more likely to finish the full basic education cycle. She believes that young children who are well nourished, healthy and fully developed in mind and body will have the interest, energy and stamina to go to school everyday.

“The ECCD Council will complement all efforts to develop the Filipino child’s fullest potentials by nurturing them during the vital years from 0 to 6.  We will help establish Mother Care Communities and educate mothers to become Mother Mentors.”

The Council will be responsible for institutionalizing a National System for Early Childhood Care and Development that is comprehensive and sustainable and that involves multi-sectoral and inter-agency collaboration at the national and local government levels. It will also integrate service providers, families and communities in both public and private sectors, non-governmental and professional associations and academic institutions.

Other members of the Council will include the Secretaries of the DSWD, Department of Education and Department of Health and the President of the Union of Local Authorities of the Philippines (ULAP).


Before being elected to the Senate in 1998, Aquino-Oreta became Representative of the lone district of Malabon-Navotas for three consecutive terms (1987-1998). In the House of Representatives, she authored and co-authored about 280 in which 79 have been enacted into law .

 

In the Senate, she was able to file  197 Senate Bills and Resolutions from 1998 to 2004.

Because of her numerous contributions in public and government service, the lady legislator has received the Filipino-Chinese Federation of Business and Professional Women of the Philippines award for government in 2000. (end)

I did not realize Gloria Arroyo can “transform – the Council for the Welfare of Children” which is CREATED BY LAW PD 603 whose other function is to be the National Early Childhood Care and Development Coordinating Council (NECCDDCC) in to something else just by an Executive Order — —- This is really ridiculous!

    I’m sure this is just another political accommodation!

The only thing I remember very well about Hon.Tessie Oreta-she danced before she might do it again. I was hopeful since she is bearing Aquino name but Orreta is like Conjuanco or can be worse, they could have done more when they were elected but they did not. What is the IMPLICATION of this appointment and E.O. for both Economic and Social Development? I dont see yet but let’s hear the Malacanang and NEVER seattled

Whose Idea this anyway that CWC be under the President’s office, Would it bring more changes or just another waste again, lets see the policies to come up. What do we have now to tell these batch/set up? I hope we can enjoy the same PARTNERSHIP which are already built if not lets make it more prosperously then. We must not be MISLEAD because they are now with their 2012 or mellinium goals. Look at the charter changes on social development by U.N. maybe it will help us all point out what is the MESS that will push for something for them and for us favorably to directly address the problems on children. MAYBE?     Tessie was referred to as Secretary Oreta (ang kapal nya) — kasi mukhang tuloy na tuloy na ang EO ni Gloria virtually scrapping the Council for the Welfare of Children and creating the ECCD Council.

    I am resending the CWC position paper to everyone so that you’ll know why IT IS NOT CORRECT TO DO SO.

    The issues that confront Filipino children are varied and complex. They are best addressed by a coordinating council dedicated solely to children: by the CWC. The Council for the Welfare of Children (CWC) is the government inter-agency departmental agencyagency for children’s protection, welfare and development. It is mandated to formulate and evaluate policies, coordinate and monitor the implementation and enforcement of all laws and programs for children. It is almost thirty-four (34) years in the service now.

    Recently, Executive Order No. 778 was signed that seeks to transform the CWC into the ECCD Council, and transfers the non-ECCD functions of CWC to the DSWD.

    CWC recognizes the President’s power to re-organize the units and functions within its office, however, CWC expects the view that such power of re-organization is limited by clear standards provided under existing laws and should not transgress upon realms reserved by the Constitution to the legislature.

    CWC is the heart that pumps the “blood” of programs and services for children throughout the nerves of the National, Provincial, City and Municipal, down to the Barangay Councils for the Protection of Children, including but not limited to, the ECCD programs and services.

    EO 778 does not merely purport to change the composition of the CWC. It effectively dissolves the Council by dividing its functions between the “transformed ECCD Council” and the DSWD, where its ECCD functions devolve to the former and its non ECCD functions, to the latter.

    EO 778 asks for the question of proper implementation of the ECCD. EO 778 is asked to be reconsidered.
