It never fails to surprise the ever-urbane modern Filipino, (in whom outrage can be sparked by a little Chip Tsao) how very many persons have actually been beheaded by the Abu Sayyaf Groups in the Southern Philippines in the 21st Century alone. The list of names I have compiled below is incomplete but ought to stand out as bloody violations of Philippine sovereignty, if not Philippine self-respect. That these serial acts of inhumane illegal detention, kidnap for ransom, torture and murder have continued unabated, and are even rationalized, justified or defended by some seriously deluded folks, suggests a major mental dysfunction in the Philippine body politic.
The Atlantic Magazine’s article, Jihadists in Paradise tells the story of Guillermo Sobero, who was the first person I had ever heard about to have been beheaded by the Abu Sayyaf, way back in 2001, several months before the September 11 attacks in New York. This is a very long article that spans the Dos Palmas raid and the year of agony for the whole nation that ensued, including the story Martin and Gracia Burnham, and the dozens of Filipinos that suffered with them (though not GMA’s billionaire pal, Reghis Romero).

How to simplify the IRC hostage crisis.
Government simply must back off now. Let the Europeans negotiate directly after all, whether we like it or not, that’s how it’s going to end. The Italians will end up paying as sure as the sun rises. RP government’s role as ever, will be minimal, they are merely service providers. They, the government and their cotterie of henchmen and carpetbaggers, need not worry. Their emissaries will be paid both ways, one by the Italians and the other by the Abu Sayyaffs.
Gordon must back off (he may tearjerk all he wants but tearjerking never worked with the Abu Sayyaffs, he should know that by now); all the other Filipino dodos there must also back off. Even Nelson Allaga can go back to his favourite cocktail lounge and drink himself to sleep all he wants (his personal services are not exactly required — his junior officers can accompany the convoy, that’s all they are good for anyway).
All that’s required of this government from now on is to act as and to limit their role to that of plain and simple contractual service providers or minor hostage consultants. And while we are at it, the Italians must specify that the terms of the service provider contract with RP government is limited to just simple, very basic logistics.
Ultimately, for this hostage crisis to come to an end, government men, eg., local, regional and national along with their so-called governement to Abu Sayyaff conduits, etc., must be taken out of the entire negotiation equation proper — they are useless, they are clueless, they are morons!
Don’t you get the feeling that AdeBrux confirms my original proposal — to get these Europeans out of the country be they ICRC or missionaries. When in trouble, their appeaser-governments get in the way and their appeal-to-appease do Pinas no good.

Was lunching with a couple of friends today at the EU when the IRC hostage crisis cropped up in the conversation. We all agreed that Italy needs to sign up the Philippine government itself as Service Providers if they want to achieve results or see the Italian hostage alive again. It was of course said in jest but you get the gist… You can’t begin to imagine how the Philippine govt is held in very very low esteem here, almost in aject contempt.
It’s common knowledge here that you don’t get anywhere doing business in the Philippines unless you have someone in RP govt itself acting as your agent doing your bidding, your pointman or more commonly known in today’s business world as the Service Provider.

Btw, G20 has just come up with a resolution that will virtually police the world banking and financial industry. The resolution is now effective.

On the G20 resolution that will give OECD more powers of scrutiny over blacklisted countries: I can very well imagine that there are people around Gloria and Jose Pidal whispering to her Her Enchanted’s ears not to worry — that the Philippines is a sovereign country with sovereign bank and tax haven secrecy laws. Right! That’s a given.
There is no question that the Philippines may hide under its sovereign bank secrecy and tax haven laws. That’s a given.
Yes, the Philippines has all the right and can rightly claim so against the mighty and powerful. They can oppose any OECD “requests” or attempts to investigate or scrutinise the nation’s bank secrets and tax haven rules but at a price.
I have enumerated only some of the sanctions — and there could be others that could be levied against Pinas if it continues to play tough.
(I’ve got to review the OECD rules, treaties, etc; got a hard copy with me but its a couple of thousand pages thick so must find time to check out.)
One of the usual/common sanctions is that companies operating from country members of the OECD will be banned from doing business with the Philippines or face fines and even imprisonment of the boss and the erring manager.
The blacklisted country’s assets abroad runs the a huge risk of being confiscated.
Philippine bank transfer of funds abroad will be scrutinised minitiously all the time, will cost time, effort, money,etc. and if they cannot correctly explain what the funds are for, they will not be accepted, hence, where will that leave Philippine bank traders? What will happen to local businesses?
A list of the names of government officials from the erring country will be drawn up — those who are suspected of being party to the nation’s corrupt bank practices will not be allowed to step in countries that are OECD members or if they do, they run the risk of being arrested on the spot.
Assets found OECD member countires owned by erring/blacklisted countries run the risk of being confiscated. Bank doors in OECD member countries where those cash assets are buried will no longer be impregnable.
The sad thing is that even OFW foreign remittances might be affected, i.e., banks abroad could very well be banned from transfering funds to Manila banks — and where will that leave some 8 million or so RP familes and extended families?
This is no longer a joke. While Her Enchanted may not be personally severely affected, it is the mass of the impoverished population of the country that is bound to suffer.
OECD will become even tougher today. The “brigade de finances” in the EU is already on war footing or immediately after the release of the G20 summit resolution.
The only way to overturn that is for the Philippines to be completely, and I mean, completely transparent. Actually, Pinoys and Pinays should be elated at the prospect! Imagine, now you will be able to gather legal evidence against those that have truly and continue to be truly looting state coffers!
