		<description>If the rich gets richer, then they will expand their business or invest in new business opportunities and therefore hire more people thereby creating more jobs. When people have jobs, then can save money to buy a small homelot (not a parcel of land, oh please) to build their houses. When people have jobs, they dont need hectares and hectares of land. I believe the trickle down effect will work in the Philippines.</description>

		<description>That&#039;s basically Reaganomics, i.e., the &quot;trickle down theory,&quot; albeit beginning lower down the ladder. It didn&#039;t work then -- welfare rolls swelled in the aftermath of the Reagan years -- and will likely not work now. The middle class has historically been concerned largely with shoring up its own status. It&#039;s not necessarily selfish, just pragmatic. The middle class are named such because they&#039;re straddling the line between the poor and the rich. They will have just enough resources to support themselves, with the hope that they &lt;i&gt;might&lt;/i&gt; edge their way to the upper-middle class (or beyond). 

I think it would be naive to expect that poverty can be alleviated by a policy based on the pay-it-forward concept.
