		<description>No, we do not need federalism to further decentralize. We can do this under the present Charter. Yes, less complexity, greater decentralization and more accountability will allow every province to deliver more services. This can be done simply by amending the local government code, instead of going into federalism.</description>

Thus, Federalism is not the real answer towards &quot;Peace &amp; Development in Mindanao&quot;.

Absolutely, If the Arroyo administration will continue to further this BJE, it will be enormous that it will be a &quot;RED MINDANAO [BLOODSHED]&quot; will prevail all over the vicinity of Mindanao.
