try to assume for the sake of argument and let’s assume also that majority can be sensitive and may have no means to answer due to lack of opportunities. Statistics may support my assumption that it can be true. The Philippines remains a third world country. It can be very sensitive to global economic fluctuations and unemployment is high.
Suppose…. among 30 people from tondo looking for a job, only 5 can be hired. Unemployment is 50% of Tondo’s population. Among the rest of the 25 people, 3 were wiling to invest , opened a barbecue or sari sari store… 4 left the country. the growth can be slow due to the fact that unemployment is high or majority are making below poverty rate or below minimum wage therefore money can be limited in tondo circulation ( for example) . There may exist an economic imbalance that can have a direct effect to the business growth in the area. So the outcome can be that the rest of the 18 people may become onionskinned, irresponsible ” kono” people or no other choice . Now assume , Bong will ask his questions to the remaining 18?

If I am in a situation ( life and death for example) where I have no access to both licensee, providers and the insurance company for whatever reason then I may resort to the albularyo.
