Those who are powerless have only one recourse to fight – laway power. And so Bambee de la Paz can only recount the events of yesterday in her blog. She was witness to her father and 14 year old brother allegedly getting beat up by Mayor Nasser Pangandaman Jr and his associates over teeing rights. The latter’s father, DAR Secretary Pangandaman (also recently appointed “peace negotiator” with the MILF) looked on.
The despotic tend to be insecure and feel a need to display their privileged position through constant reinforcement. As Pangadaman Jr. allegedly beats the De la Paz’, he cries “Hindi nila kami kilala! Sabihin mo nga sa kanila kung sino ako.”
“Hindi ninyo ako kilala. Ang yabang-yabang mo, ang tapang-tapang mo, mag-ingat ka” says Pangadaman Sr.
As I write this, there has been one article written from a formal news organization.
What the despots in government do in the premises of their public office is essentially the same as this incident currently making the rounds in the interwebs. Abuse of power and impunity are wrapped in the sophistication of legalese and legitimized by “due process” – but the spirit is that of a public official who sees no law constraining his actions. No law preventing him from doing what he wills.
The Philippine State needs civilizing really fast. It is currently run by barbarians, murderers and thieves who cannot even follow simple golf etiquette. What more the moral code of the country as embodied by our laws?
Civil Society, push back or you’ll have the awesome power of the State eat you alive.

dementia, I forgive you for calling me idiot, given your name. I may be but I don’t think like you or others here.
Concerned citizens cannot keep doing this, running to the aid of persons who get victimized by politicians. There’s no progress in this sort of unprincipled advocacy. The blogosphere shouldn’t be used as an extension of your family connections and friendship networks… not that I forbid people but in my thinking this can be a more powerful medium, something that will actually change policies and attitudes.
When the politicos were going after the poor, their lands and their rights, what did the middle class do? Nothing. When the politicos went after the press, what did the middle class do? Nothing. Now they are starting to come at you and your previous apathy has made you as weak as puking baby.
“the filipinos run like hell by filipinos”, remember? it’s the same arrogance that got us into this mess.
it’s now time to look around your own backyard. this country will never progress if people will only focus on Gloria. This kind of attitude is not an acceptable behavior and yet allowed by the people.
Sparks, this country do not know how to move forward, it’s already been eaten alive, like HELL.
o ye of little faith. :-/ let not cynicism eat you alive too. there are 90 million filipinos give or take. they cannot all be the same.
cajole. persuade. reason. don’t alienate.
true, not all but majority are poor. they are all eaten alive by these corrupt public officials.
let’s tell the people and convince them to make these mayors pay for their crime and resign from public office. Rule of Law MUST NOW SET AN EXAMPLE. Resignation is the answer. No ifs and buts- It’s how civilized people do.
If our country can do that then I will agree with you on:
“o ye of little faith. :-/ let not cynicism eat you alive too. there are 90 million filipinos give or take. they cannot all be the same.”
[...] Impunity and Golf By Caffeine Sparks [...]
Sparks, my entire presence in these political blogs since the very beginning two years ago has always been about abuses of people in position of power political or otherwise. The lack of ethics and honor, I always say makes all of our punditry and political cause-orientedness hypocritical.
The upper middle does it own injustices and contributes to the misery of the poor. I’m sure you are witness to this at least a few times in your life. People using their connections and their wealth against the least fortunate.
Instead of just making-kampi to the de la pazes, which is what we are doing here, we should use this incident to change policy re: the use of bodyguards in public spaces.
Public servants, as a policy (we must tell congress) should not engage violent altercations with civilians. Unless, of course, it is to defend themselves. And they can always run.
Not just the “least fortunate” but people who are less fortunate than they.
If our Civil Court cannot bring Justice to this crime then this country is run like hell by filipinos. I would love to see these people sit in jail. The Dar secretary is an accomplice to this crime. There’s no excuse. People’s Faith comes from the implementation of RULE of LAW.
Brian,
No need to preach to the converted. Now instead of picking silly fights over nothing with people, may I suggest you take time away from writing for profit and write to produce public good?
Hypocrisy. We’re all guilty of it one way or another.
Blogging matters. Discourse matters. Laway matters. Unless you advocate societal transformation of the violent kind?
ETA:
And this audience. This audience is critical. This audience can topple a regime or keep it in place. This IS the battle ground.
Sparks, nothing silly when principles are concerned. Let’s look at the incident in bullet points:
1. Bambees narrative says – “My dad goes up to them and asks them why they would do that, why they would overtake us without even asking for our permission.” and then “The mayor of Masiu City, Lanao del Sur talks with my dad. Things get heated up. Voices were raised.” She goes on to say, “But never, in my wildest dreams, did I ever imagine that someone would pull out a punch.”
This is not to CONDONE the act later, but imagine this doesn’t happen a lot because most people when avoid, out of fear, and give up their pride, self-respect, rights. This man argued back and so got the worst of it.
2. Boy hit… Maybe by accident? Did boy hit also? Some boys do and this 14-year-old has size on him. So, two sides to the story here.
3. Incident caught fire through a blogger who was friends with the family. So, we as bloggers react? OVER-react? Given how little we reacted on real atrocities previous to this one…
4. My points are these
A) We should, yes, look at the bigger picture. Otherwise, puro pa-friends friends lang and connections and THEREFORE no JUSTICE will be served. Even if the Mayor and DAR sec were punished that would be about Bloggers 1, Pols 0. You think farmers will benefit, you think squatters will benefit, SM employees, OFWs? 99.9% of Philippine population?
B)This is an opportunity for POLICY. I’ve had this idea for a long time. Public servants who feel they need to have armed bodyguards around should be prevented by law from engaging in altercations with the general public and if such altercations occur, armed guards shouldn’t interfere, wherefore interference should be punished (not just armed bodyguards but the protectee as well).
5. WHAT I FIND WRONG W/ THE REACTION: it’s knee-jerk with a very limited purview (pang middle class lang at pang blogger lang ba?) Worse things than that incident happens. And Filipinos have actually been AFRAID of politicians, rich people, lawyers, cops, etc. for a loooong time.
What comes around goes around. We dig our own grave. Why I don’t want the bloggers to WIN against the POLS? Read the above. This isn’t just about us here, this is about the entire country. If the dela Paz’s want to file a civil suit, great. If a criminal or administrative case, then it’s about the FILIPINO PEOPLE too.
I used to puke on the domain name but right now it is apt… Long live Filipino Voices!

Been reading your plurks. Funny how you all gang up on an individual who only has a slightly different take on events from you. Tsk. FV, after all, is a blog about ideas and social concerns not really a networking site. But that’s all semantics. Notice, though, how people like you use your connections and power against someone without a thought for fairness, nobility of mind and ethics then expect Filipino politicians to refrain from using their connections and power unethically and ignobly. Haven’t you been reading the papers? Filipino politicians will use everything and anything to get their way. I suggest something useful that every Filipino may benefit and you ignore it. You’d rather go after these pols your own way… and I mean your own version of thuggery… Internet thuggery. Congrats, people. You know what you are.
And to people at FV. Choose who you pal with online. Online peer pressure could make you loose your principles.
The thing I find ironic here is that we love hating politicians on an episodic basis yet at the systemic level we still continue to dance to the tunes they play.
When El Shaddai calls a rally, off we go. When Cory calls a rally, off we go. When a president does this — galit tayo.
It’s always about personalities and almost nothing about the underlying principles.
And our attempts to go to the heart of principles, the discussion gets lost in the din of dimwitted lawyerspeak and halfwit econometric and statistical babble spoken with trademark pompous verbosity of the “expert”.
Pinoy nga naman talaga. Paatras ang asenso.
Its human nature to be parochial. And petty. And small-minded. Namaaaan. Ethics and principles? What the hell is that? Nakakain ba yun?
Most people will be disinterested to look up the ethics and principles behind news headlines.
But this, this is concrete, real and very up close and personal.
All politics is personal. The trick is to get people to think that their personal interests add up to a collective interest which merits collective action – hopefully to be bound by a collective laws and then institutionalized. Isn’t that how you build a nation?
“The trick is to get people to think that their personal interests add up to a collective interest which merits collective action -”
Yay, this is so pre-subrime crisis America. It’s also what the American founding fathers thought, correct? Now that ethics and principles have been established and INSTITUTIONALIZED already, a long time ago… tagal na yan eh.
Great argument, though. Matches the beliefs of these politicians. Everyone’s selfish, everyone would do what they are doing now if they were in the same position, etc.
And sparks, can’t get it out of my mind you’re sinking into the level of Benig0. I’ve read this same argument elsewhere and I suppose the author is a very distinguished academic with research backing him up, but isn’t it the most reasonable behavior for individuals to find a common ground with other individuals? In fact, people don’t always think of their personal interests first. Maybe bankers and marketing execs, etc, but certainly not lowly laborers, farmers. These people have to put their collective interests always first before they can even expect to be heard. You think all of them really have to go to rallies or have to trek five hundred kilometers on foot?
sparks, I think you have my focus on “principles” confused with “morality”.
My concept of principles has to do with the principles that underly a system that channels human nature (in all its self-serving glory) into a collective objective that elevates our society — as a collective — above the ugliness of that human nature we detest at an individual level. Democracy and the legal framework built around it is one such system. And as we can see, we as a people fail to grasp this system at the level of its fundamental principles.
Which is why I take issue with this episodal approach to fighting “injustice”. What makes the victims in this instance special, when there are lots of other victims out there who suffer in obscurity?
The principles that will yield the outcomes we aspire for are to a large extent already enshrined in our country’s laws. We just need to apply them properly and equitably.
[...] end up as one of the more controversial stories of the year. There is going to be a flood of posts, posts, and posts that will call for the head of these [...]
No, its called the history of modern politics. Five centuries of state-craft.
Write a blog post man, there you can explain your point fully.
Been actually thinking about a post on middle class obsessive friendliness as a defense against the very rich.
This doesn’t call for a blog post since my point is only a minor corrective and an obvious one, too. The friends keep going about this the way they are going now they’re only giving those pols ammo. I can imagine the muslim pol selling this to the underclass as upper middle class arrogance and quoting some of the nasty judgmental stuff these bloggers have been posting.
Ilan ba talaga makikiramay on meatspace? Would they sign a petition against the mayor and DAR sec and publish it in a major broadsheet?
Not to trivialize the incident, but the poor and disadvantaged have always been victims to the brazen display of arrogance by the powerful, be it from military, politicians, rich people, etc. And what recourse to these ‘have not’ folks have?
Let’s hope that this bad incident against a member of the middle/upper middle class serves as a wake up call (’tipping point’) that all is not well in our supposedly democratic society. In theory, democracy gave us equal political and civil rights.
In practice, only the poor gets punished.

Yes. This is the point BrianB has been trying to make.
But the underclasses don’t blog, ergo I do not write for them. I write for people like you and me.
O, may nagpupumiglas pa palang idealismo sa katawan mo eh.
BrianB:
On a personal note, I’ve always been consistent on the issue of justice and fairness myself, and this isn’t because I’m Batman.
The thing is, the Pangandaman incident is just one of the many, many incidents of injustice and unfairness that take place on a daily basis. The thing is, this is highly publicized; it involves an ordinary guy and a couple of big-shot politicians. That happens every day: had the girl not blogged about this we could have simply ignored it like everything else. Then we’ll end up where the water cabbage grows. Again.
If we can fight this one incident, we can fight just about any incident of cruelty and injustice that takes place in our country. It’s called resistance, vato; this is an opportunity for us to frame every injustice we suffer on a daily basis and not take it mindlessly and sheepishly.
This is just a microcosm of the thuggery that goes on with elected officials beating up taxpayers by not attending Congressional sessions, by having hobbies that involve liquid fertilizer, and assault our democratic institutions by indiscreetly calling COMELEC officials and engaging in less-than-sincere deals that involve our tax money.
The worst thugs are those who do nothing and only look after their own interests. Thuggery is a very apt description, come to think of it.
It’s us saying aqui viene peligro, ese.
Thanks for the info and for spreading the news. What happened was really deplorable and should be condemned. I posted an article about what happened in my blog. Here’s the link: http://politekon.blogspot.com/2008/12/mauling-mayor-from-lanao-del-sur.html
PolitEkon
No, I think the case is based on a few omissions of facts and rallying behind this is ON A PERSONAL level is a total waste of our time. I doubt if the politicos were totally unprovoked and GMA reports there were a couple of older sons who went to aid the family with baseball bats, which is why the guns were pulled out. Moreover, a few brave souls may be bullied to take this to the next level, but then what? Will these bloggers go public with it? After the first bluster, wala na. Maybe they finally realized who they’re dealing with. So I don’t think you can trust these people who are very vocal now to commit.
My take is very simple: public servants with armed bodyguards should not physically engage the public. This is the larger ethical arc, of which this case should’ve been a good example.
Very good post here:

implementation of policies is different from implematation of the law,as far as the implementors are concerned.
law enforces, enforce the law,but what if the law enforces are the body guards themselves?
One way we could fight against this kind of inhuman act is to complain and hear our voice through e-mail. If someone knows the e-mail of the Philippines’ DOJ, et al, we should ask them the violation of someone civil liberty. EDSA II was successful because everyone were doing texting, we should do the same by sending the DOJ with “what are you going about this? e-mails.
We’re going on a different tack here BL, but I do believe we (yes, we!) were fooled in participating at EDSA Dos.
It was successful brainwashing. I laughed hard at Senator Flavier’s ironic statement during EDSA Dos, when asked if he was going to the EDSA Shrine. It went something like this: “Nag-aalaga ako ng mga apo ko, e. At bakit ako pupunta dun, e ang mga nandun lang e ang mga mahilig sa showbiz (at nagpapasikat).”
It hurts, but a lot of us were fooled by EDSA Dos.
Karl,
You missed my point entirely. I was saying the incident WAS deplorable but there are more deplorable incidents. Ergo, since now some of these middle classes realize shouldn’t they take it to a higher moral ground, i.e. include the rest of us, not just one of them?
This is what happens when you accuse the middle class of being callused, they turn it around on you.
Ok

It’s fine. My intention is to provoke. If I went with something like … “The dela Paz’z experience is well worth our sympathies but, really, worse things are being done with these politicians…” It wouldn’t have been noticed at all, though a lot of people, I think, would agree. Now look, because of the way I commented and my language, the class issue has become one of the main issues. Butch Dado even wrote a post based on it.

repost ko lang. i think this is worth looking at.
Below is a true and actual narration of the incident that happened last December 26, 2008 at the Valley Golf Club, Antipolo, Rizal.
On December 26, 2008 at around 11:00am, our group composed of Rene Maglanque, Sec. Nasser Panagandaman, Arnel Estacio and Atty. Faisal Abdullah registered to play with the Valley Golf on the first (1st) flight of our group. The second (2nd) flight was composed of Hussein Pangandaman, Adnan Pacasum, Nasser Pangandaman, Jr. and Farah Locsin. We also registered the eight year old son of Hussein named Angelo Pangandaman whom they cannot leave behind the clubhouse as there will be no one to take care of him.
Nasser Pangandaman, Jr. and Farah Locsin were late. They caught up with their flight (2nd) at hole no. 4 accompanied by a marshall and their caddies riding on two golf carts and in the process overtaking the flight of Mr. Delfin de la Paz who reacted by protesting what seems to be an overtaking of flight. Nasser Jr. explained to the elder De la Paz that they will just catch up and join their flight mates at hole no. 4. He further explained that they, who like them, had earlier lined up to play and were pre-registered. With the said explanation, del Paz replied “Okey, kortesiya lang.”
When the 2nd flight of Nasser Jr. already played hole no. 4 which is a par 3 and Nasser Jr. was still outside of the green trying to pitch his ball into the green, the flight of dela Paz hit their shots into the green which almost hit Hussein without shouting “Fore!”. Surprised, though sensing trouble which they deemed to choose to avoid, they allowed the other Dela Paz player to hit his shot so they can peacefully resume and concentrate on their playing. At this point, the caddy of Nasser Jr also took the 8 year old Angelo to stay behind the golf cart to avoid being hit by golf balls coming from the dela Paz players.
On the next hole which is hole no. 5, after the 2nd Pangandaman flight hit their drives into the fairway and before they could hit their second shots, again the dela Paz players hit their drives without warning by shouting “fore”! the 2nd Pangandaman flight puzzled and surprised asked themselves why the flight behind them were doing this to them since they could be hit by their golf balls. One caddy even said, “Ano ba yun?”
When the 2nd flight reached the green of hole no. 5 and after holing out, they joined the 1st flight of Sec. Pangandaman and took their snacks. While doing so, the marshall approached and told Nasser Jr. that the dela Paz’s were complaining why they were 5 of them in their group and why they overtook their flight. Nasser Jr. reiterated to the marshall what he explained to the elder dela Paz, which his knowledge the former already accepted his explanation.
Later, unconvinced even after the marshall relayed to him that there were only four (4) and not five (5) in their flight, and that they were not overtaking as they just had to go back to the clubhouse and later join their flight.
The elder dela Paz came and approached Nasser Jr. already agitated and pointing saying, “Mali ka! There were two carts in your flight and you overtook us!” Nasser Jr. answered, “Akala ko po, Sir, nagkaintindihan na ho tayo kanina”.
Explaining about them not overtaking yet elder dela Paz was not convinced , and at the top of his voice said, “Putang ina ka! Member ka ba dito, ha?, Hindi mo ba ako kilala?”
Nasser Jr. patiently and respectfully explained again to him their side, even using “po” and “Sir” – as a sign of respect without revealing that he is the Mayor of Masiu, Lanao del Sur, and replied, “Bakit po kayo sumisigaw? Hindi po tayo nag-aaway”.
The elder dela Paz reacted, “Ikaw ang naghahanap ng away!”, while pulling his umbrella and thrusted the pointed part and hit the belly of Nasser Jr., while the latter was backing up.
The marshall tried to intervene but the elder Dino dela Paz pressed on which prompted and led Hussein to defend his brother. Dela Paz punched Hussein and they engaged in a fist fight.
Meantine, Nasser Jr., prevented the two (2) younger dela Paz from joining the fight by saying, “Awat na, Awat na”. but they got away from him and went in between their father and Hussein. The two young dela Paz was able to hold Hussein preventing him to reach the elder dela Paz as if “umaawat”. Yet, Bino Lorenzo dela Paz kept punching Hussein in the face and Marie dela Paz from behind kept on scratching his face.
In one instance, the elder Dino dela Paz took hold of a golf club driver and tried to hit Hussein. But, Rene Maglanque was able to get hold of the driver’s shaft and took it away from him.
Later on, Sec. Pangandaman, Rene Maglanque, and another golfer from another flight pacified everybody and asked the dela Paz’s to just leave them to prevent further trouble. Delfin dela Paz called someone in his cellphone and we heard him say, “Punta kayo ditto! May away kami!”
The dela Paz’s left. And, after about ten minutes, our group also discontinued playing and went back to the clubhouse. When Hussein was hurrying up to the bathroom to relieve himself and wash his wounds, the elder Dino dela Paz accosted him and warned him in a threatening voice, “Ikaw mag-ingat ka! Hindi pa tayo tapos! Gagantihan kita!”
Blocking is way to the locker room, Hussein replied, “Hindi ka pa ba umaalis? Sumusobra ka na”, the young Bino Lorenzo went in the middle saying, “Huwag po, fourteen years old lang ako”, and yet having his fist ready to give him a punch.
Hence, Hussein defended himself and the three engaged in another fist fight. Maridel dela Paz came from behind Hussein and started scratching Hussein on the right cheek, the neck, and ear, while pulling and tearing his shirt.
Immediately after, they were prevented from further engaging in a fist fight by those present in the clubhouse, the security and other golfers. But the elder dela Paz still shouted “Gaganti ako. Hindi pa tayo tapos.”
The rest of the dela Paz family arrived, with the eldest son carrying a baseball bat. The wife in “duster” with a bladed weapon in hand, as if ready to assault Hussein. They were likewise prevented by the clubhouse security and other golfers present.
At this point, Sec. Pangandaman told his sons to leave already and the dela Paz’s to stop and leave, so that no more untoward incident would happen. Soon, we also left but we had to leave through the parking exit because the dela Paz family was waiting for us at the clubhouse lobby

another answer: from the post of p that only appeared yesterday, or 1 week after the incident: and i cut and paste again:
paragraph 6, line 14 and 15: Thinking that things had been cleared up, Mr. dela Paz said, “Okay, kortesiya lang” (”Okay, just seeking courtesy“) .
paragraph 8, line 8 to 12: During their break, the marshal approached Nasser Jr, stating that the dela Paz’s were complaining that there were five of them in their group and why they overtook the dela Paz flight. Nasser Jr. reiterated to the marshal what he had already explained to the elder del Paz, to which his knowledge the former had already accepted his explanation.

http://barangayrp.wordpress.com/2009/01/02/farmers-go-online-to-oust-dar-chief/
“The DAR has never supported the farmers in their struggle. All the time that he [Pangandaman] has been there, the department has never produced good results for the farmers,” Olaes said, adding that more farmers have indicated their desire to sign the online petition.”
