I don’t know how true Ding’s entry is, but if those familiar names are indeed included in the list of Noynoy’s cabinet, then, it is not as “frightening” as some people believe it is. Amado Doronila, in his column today, reiterated what most people sincerely want the new administration to do—create a Cabinet composed of new faces, new people. A sprinkling of the new and the old is fitting, since we need experienced people in some posts, while we need new ideas for others.
What is more important is not the personalities behind a government–it is the existence of an ideological platform. Post-Marcos regimes have failed in creating a unifying idea or concept that defines their style of governance. Cory failed because she was so busy fending off threats against her administration. FVR focused more on improving a damaged economy, while Erap tried to craft a masa-centric regime, only to fail, and fail miserably. And we all know what happened to the “Strong Republic” of Arroyo.
Noynoy needs a unifying ideological platform, something that will define his administration. If all members of his official family are in union with this “vision”, it will be easier for Noynoy to manage this government.
His campaign slogan “walang mahirap kung walang korup” is only best at rousing people and convert them into electoral votes, but this, is not apt as as a “vision”.
Noynoy has to implement the original vision of EDSA revolution, which is people empowerment. People empowerment means engaging people to do their part on nation-building. When people are engaged, they are then empowered.
One image or graphical representation of what I mean is the BAYANI-HAN. This word sparks an image in our minds–a group of Filipinos carrying a nipa hut in their shoulders. That image accurately represents the original Filipino ideology, emphasizing the concept of shared responsibility. State formation proceeds from the collective will of every Filipino, a synthesis of every consciousness into one conscious effort to form or build a society for all.
Noynoy has to think of his role as mainly the visionary, the leader, instead of a manager. And what is that vision that Noynoy needs to lead us to? It is towards a more equitable and more improved quality of life. How, then, will this be realized?
By transforming every Filipino, from just a mere spectator, to an active participant. From just a mere Kababayan, Noynoy should create KABAYANIS among us or co-patriots.
A Kabayani is a new Filipino who recognizes his substantive role in nation-building. A Kabayani is someone who does small things in his life, knowing that these small things have a great impact on society.
Example.
When a Kabayani follows traffic rules, he takes part in solving the humongous traffic problem in the metropolis. When he asks for a receipt for every sale, he helps the BIR collect taxes. When he pays his employees the right compensation, he contributes to the perpetuation of justice. And when he throws his garbage to the trash can, he makes his share in keeping the environment clean and green.
This can be further explained in the book, ” 12 Little Things Every Filipino Can Do to Help Our Country” by Alex Lacson. These little things define the actions of Ka-Bayanis. This is our generation’s kartilla, a guide book of right and good conduct that every Filipino who wants to be “ka-bayani” should read and actualize in his daily life.

Change the mindset of the Filipinos. Then, you can change how we look at ourselves. We have the “Poverty and Lack mentality”. So, we look to foreign cpountries to find good opportunities; becoming tsimoys and tsimays. Underpaid, discriminated and overworked.

It seems we are glorifying our hardship, sacrifices and poverty. Poor people who have barely enough to eat. Line up early around the studio to partricipate in the show. To win some bonanza, price money.

That is governments primary role. No country on this planet has been successful unless one allows the markets to create the private rewards that create the social goods.

Hence you have a so called enlightened citizenry who are still confused and largely ignorant.
Familial interest dominate the creation of private rewards or a few, by a few and for a few. Aquino will not betray his class and will surely deepen the huge inequality in the country that will become more dependent on exporting labor overseas to keep the relatively few in power and comfort.
The post industrial economies are undergoing wrenching structural changes to their societies as they move from a manufacturing based economy to a services economy all fueled by huge amounts of sovereign debt and private debt.
Meanwhile the world watches two of the most populated countries of the world move from agrarian societies to manufacturing based industrial societies. That will be the story of the 21st century.

We lost our Filipino Spirit of Bayanihan. When the Spaniards came to conquer us. This Spirit enabled the ancient Filipinos to do great things. Like building the Banawe Rice Terraces. Our new President should prioritize eradicating corruption, this is very hard as a rock-steel (kamaganak ni batongbakal hehehe), because unknowingly most of us are involve…the entire nation is involve…everybody had particapation on corrupt practices…advocates of corruption is participating corrupt practices unknowingly.
Corrupt practices whose sole outcome is to ACCELERATE decision making, the provision of goods and services or the divulging of information. None of the outcomes or the utility functions are altered. Some corrupt collusions lead to the subversion of the flow of information within a society or an economic unit. Wrong information often leads to disastrous outcomes. Consider a medical doctor or an civil engineer who bribed their way into obtaining a professional diploma. Human lives are at stake. The wrong information, in this case is the professional validity of the diplomas granted and the scholarship (knowledge) that such certificates stand for. But the outcomes are lost lives. This kind of corruption, of course, is by far the most damaging. Remember the HELLO GARCI…GMA’s presidency at stake…and she tends to bribe more to protect her presidency. Therefore cheating in elections will never been good to our country because it will invite more corrupt practices.
ERADICATING CORRUPTION
An effective program to eradicate corruption must include the following elements:
a.Conspicuously corrupt, high-profile, public figures, multinationals, and institutions (domestic and foreign) must be singled out for harsh (legal) treatment and thus demonstrate that no one is above the law and that crime does not pay.
b.All international aid, credits, and investments must be conditioned upon a clear, performance-based, plan to reduce corruption levels and intensity. Such a plan should be monitored and revised as needed. Corruption retards development and produces instability by undermining the credentials of democracy, state institutions, and the political class. Reduced corruption is, therefore, a major target of economic and institutional developmental.
c.Corruption cannot be reduced only by punitive measures. A system of incentives to avoid corruption must be established. Such incentives should include a higher pay, the fostering of civic pride, educational campaigns, “good behaviour” bonuses, alternative income and pension plans, whistle blower protection up to the end, state witnesses and so on.
d.Opportunities to be corrupt should be minimized by liberalizing and deregulating the economy. Red tape should be minimized, licensing abolished, international trade freed, capital controls eliminated, competition introduced, monopolies broken, transparent public tendering be made mandatory, freedom of information enshrined, the media should be directly supported by the international community, and so on. Deregulation should be a developmental target integral to every program of international aid, investment, or credit provision.
e.Corruption is a symptom of systemic institutional failure. Corruption guarantees efficiency and favorable outcomes. The strengthening of institutions is of critical importance. The police, the customs, the courts, the government, its agencies, the tax authorities, the state owned media – all must be subjected to a massive overhaul. Such a process may require foreign management and supervision for a limited period of time. It most probably would entail the replacement of most of the current – irredeemably corrupt – personnel. It would need to be open to public scrutiny.Corona, Versoza, and other appointed officials by GMA must remove immediately and put under investigation of how they acquire wealth.
f.Corruption is a symptom of an all-pervasive sense of helplessness. The citizen (or investor, or firm) feels dwarfed by the overwhelming and impulsive/imbalance powers of the state. It is through corruption and venality that the balance is restored. To minimize this imbalance, potential participants in corrupt dealings must be made to feel that they are real and effective stakeholders in their societies. A process of public debate coupled with transparency and the establishment of just distributive mechanisms will go a long way towards rendering corruption obsolete.

I agree with your overview. One very practical thing that can be done is to aggressively expand the budget and call to accountability of the courts. That 300,000 backlogged cases and inefficient administration slow justice to nearly a stop is gross negligence by the nation’s government, for the people have no forum for taking the initiative to address grievances themselves. Today, one is injured, and thinks about filing a case, but shrugs because it means paying fees and getting thrown into the trash bin of ignored cases. The jammed courts effectively silence the people.
Until there is punishment levied BY THE WILL OF THE PEOPLE there is unlikely to be much change, just so many words detached from result.

I think we can grade Noynoy’s presidency based on the social contract with the Filipino people that he published on the day he filed his certificate of candidacy. You can also fund the philosophical/ideological mooring of his presidency there.

GMA did GDP, not GINI. She did the Blas Ople jobs-jobs-jobs in Singapore, Australia, Lebanon or Hongkong. She didn’t do two-tier electricity pricing so factories, business pay less per kwH than homeowners. GMA did highways and roll-on/roll-off, not public school infrastructure. She did low cost rice importation, not programs for higher farm productivity.
In the end, she did very badly, didn’t she? Public schooling is abysmally medieval. Very many problems; Noynoy identified them, Noynoy campaigned to solve them. And he added another one. In last week Times Street meeting with European Union ambassadors, Noynoy promised — find Jonas Burgos and other extrajudicial disappearances, convict the guilty regarding the extrajudicial murders. [But this Jonas Burgos is not mentioned in his "Compact"; promises to Frenchies and Czechies... less important. Noynoy delivering on (2), (3) and (10) : then happy days will be with Pilipinas again.]
So the candidate has won and it is time to fez up to the campaign promises. And I know this to be true — Noynoy has a big chance to overshadow Cory and all other former presidents. DOWN WITH 33%!!!
