(The following article was submitted on December 5)

Cardinal Rosales said:

“The Constitution bans family dynasties. If you leave the matter up to Congress, they might remove that provision. So only disinterested parties should amend the Constitution, not the congressmen.”

Kungfushoes says: Never confuse faith with the men who claimed to be the leaders.
Kungfushoes should have exclaimed, “Wow, blow me down, as Popeye would have said it with his pipe smokin’, “ Is there really such a provision  in the 1987 Constitution or it is just an ACT still to be passed as a law?” She is a moron not to know. (Dope slapped forehead). Educate her.

Kungfushoes is confused. She is always confused. (Look for and read and write the definition of political dynasty).

“HB 5925 defines “political dynasty” as the “concentration, consolidation or perpetuation of public office and political power by persons related to one another.”

Kungfushoes thinks:

What’s Villar doing in the Senate, while the wife is in Congress?

What’s Gordon doing in the Senate, while the wife is in Congress?

What’s Binay doing in the Senate, while the wife is in Congress?

What’s the President doing in the Palace, her son in the Senate and another son in Congress?

What’s the Cayetanos doing in the Senate and Congress?

Are they family social clubs?

Kungfushoes says: If I will make a list, it will be a long one. Apologies to those who were missed. This is not a Santa Claus list anyway.

Kungfushoes asks: If the ban is enforced, who’s going to be left in the government in elective posts?

Salamabit. Ooops.

Kungfushoes reads:

Jose “Joey” De Venecia III warned all  congressmen who voted against the impeachment case. He said, “Look into the horizon and you will see a tidal wave of people angered by the abuses of this administration. Beware, lest that tidal wave turn into a tsunami that will swamp you all.”

Kungfushoes says: Blood is thicker than face ooops water. JDV came to the rescue of his son , JDV III. He admitted that he sinned but is saving his soul.

Kungfushoes agrees: I agree with Professional Heckler who wrote:

“Now, isn’t that stupid? Talking about “waves” and “tsunamis” while addressing a float of crocodiles?”

Kungfushoes adds:

If I may add, the congressmen did not hear him. They’re all rushing to take the first flight to Las Vegas for the  Hoya-Pacquiao fight. Nyuk nyuk nyuk. One must have said…are you saying something?

Kungfushoes says: President Gloria Macapagal would not even think about the scenario.

the thing about democracy is that— it maybe forbidden by law, but the bigger question is, why are people still electing them?

They know Manny Villar is in the Senate. They don’t have to elect Villar’s wife but they did. her district did. Are these people doing something right— as to why they’re being elected? Or is it a case of, hey there is no one else to vote. Or nobody better. Or nobody willing.

    Are they family social clubs?

Recently, Arbet wrote about Hereditary Monarchy, which i think is related to all this.

I don’t think it is a question of what the law says. I think it is a question of how broken and dysfunctional our politics is. There is no mechanism to deepen the bench. Arbet’s take is quite accurate, imho.

What do you think President Gloria Macapagal-Arroyo thinks when she sees the fallen Thaksin convicted for corruption, forced to take a “paper” divorce just to secure conjugal assets from seizure, and denied asylum in Britain? funny and true. LOL.

Rosales further said: “The constitutional ban against political dynasties has yet to be implemented for lack of an “implementing law” because members of Congress cannot agree on the definition of a political dynasty”

This statement confirms the backwardness of this country of about 21 years in terms of “implementation” . Here’s why – 1987 New York Times.

THE WORLD; WITH AQUINO, TOO, PHILIPPINE POLITICS IS A FAMILY AFFAIR

Political Dynasty is a forgotten issue of conflict of interest, a matter of the LAW- Agreement or a Document – Binding or Non Binding.
Whether it is a document or an agreement within our Constitution, it should provide the identity and mutual intention of those families involved, rather than simply the form or title of the document.

“Implementing Laws” is to cure the Conflict of Interest. But maybe we should all discuss about it.

My previous research about congressmen and their relatives in the government yielded a more than 60 per cent of the total number of elected representatives have or had relatives in the government. Government therefore is the biggest employment agency of politicians.

In the Senate, out of 23 elected senators only 4 declared no relatives in the government, past and present. I do not know why Pia Cayetan remarked once that there is no political dynasty in the Philippines when all she had to do is to look at her seatmate brother.

    1. Allan Peter Cayetano- The brother of Senator Pia Cayetano. The son of former Rene Cayetano. .
    2. Jinggoy Estrada -son of former President Estrada and former Senator Loi Estrada, half-brother of JV Ejercito.

Hoi, poster up there, Bloggers are not afraid, these bloggers are brave enough to speak out what they feel. If they cannot meet, it is probably because distance forbids them. And how sure are you such bloggers have not yet met? I assure you, from experience, they have met with each other.

“…SIGURO DAHIL SA BLOG LANG SILA PWEDENG MAGING MATALINO AT MAGALING…”

do you know that there are different kinds of intelligent people? Some who can voice out their thoughts, and some who are timid and shy, who have a hard time saying out what they want to say. These kinds of people voice out their thoughts non-verbally, probably through music, art, and especially through writing. So before you say such things about other bloggers, think this over.

  6. Phil Manila says:

The present democratic space may have given, in theory, equal political and legal rights. But this has not brought equal economic opportunities nor improved social conditions for most.

What do people when they’re in dire need? Sell your political rights for some economic benefits.

The more than six decades of ‘Republicanism’ did not eliminate patronage, political dynasties, and nepotism/cronyism.

  8. blackshama Blackshama says:

Have all politicians get a cheek swab. Sequence their genomic and mitochondrial DNA. Anyone who wants to run for office should get an RFLP analysis.I’m sure these methods would expose those who run for office and are “anak sa labas”.

So if your DNA is 99% or more similar to your politician-dad or mom, then you should be legally barred!

The analyses are affordable to the politicians. It costs only 40K at the UP DNA and forensics lab!

The anti-political dynasty clause is one of the most ridiculous in the 1987 constitution. It is so anti-Darwinian! The writers of the constitution should have required a vow of celibacy for anyone who wants to be in elected office. There were priests in the con com right? I presume that they were celibate!

The Roman Catholic Church recognized the problem over a thousand years ago. It made sure that people who are elected to its legislature (the College of Cardinals)and the executive (Papacy) are male and celibate. The fact is the reason why there is the celibacy rule is the problem of nepotism.

But even that wasn’t foolproof. Take the example of the Borgia Pope!

  9. DJB says:

I think the anti-dynasty laws are unfair and undemocratic. They discriminate against the possibly deserving on the basis of something they cannot control: who their parents and relatives are.

They are a futile attempt to guarantee an artificial situation in which no one who has attained political office is allowed to have close relatives similarly serving, yet they manage to rule as dynasties anyway.

The reason is that the only way to prevent unworthy dynasties is for the electorate to evolve past the stage of mental subservience.

  10. leytenian says:

    The Cat,

Good research. Those are Conflict of Interest within , INSIDE the System. I am amazed that this issue was never given attention?

If there was a constitutional ban, it should be made aware during application for candidacy, prior to election that it is not constitutional.

Provincial or District Conflict of interest:
Congressmen Roger Mercado and Governor Mian Mercado of Southern Leyte) They should not be running on the same district.

Senate Conflict of Interest: the Cayetano, both in the Senate of 23 people. These numbers are too small to allow brother and sisters to be commingling with the law. Both can influence policymaking and legislation. Two are strong number for a small 23 corrupt Senate. Especially policymaking in favor of some private sector. ( private sector corruption with public servant)

    the cat,
Do you have info on politicians to private entities? Their ownership status prior to office and during office.

Politicians who acquire businesses during his term of public service is an obvious conflict of interest especially if ownership is more than 30%.
There’s many among mayor, governor, congressman who engage themselves in business that they have full control over permitting, licensing, building zoning and code. There’s also a question of where the capital was coming from.

    Juwan D,

I am not interested to meet you. :) maybe next year.

  11. leytenian says:

    DJB,
“I think the anti-dynasty laws are unfair and undemocratic. ”

Political Dynasty is UNCONSTITUTIONAL when conflict of interest occurs Within the System.

If Conflict of Interest occurs outside the system , where politician owns businesses of which he can control and influence thru policymaking, this is called CORRUPTION or abuse of power.

The Role of Private Sector to Economic Growth and Failure

DJB, share me facts that may prove you are right, that anti -dynasty law is unfair and undemocratic.

    thanks the Cat,

I am hoping that bloggers understand what we are trying to present. it’s very obvious. This is a long way to go to fight corruption and abuse of power.

On 1 and 2, the obvious conflict lies on shipping and port regulation( imports and exports), licensing and contract; barrier to entry is difficult for new firms (monopoly) and banking ( inflow and outflow of cash). Regulation will be flexible during transactions in favor to those who hold powers.

The benefits of employment generated by those businesses may be helpful but employees may tend to be loyal and may have no other option. Skills will not improve without competition from other firms. The control of insiders information is a disadvantage to the overall investment climate.

mukhang walang pag-asa ang pinas in the near term. It’s been like that for a while.
    thanks again.
