[...] Dean Jorge Bocobo over at Filipino Voices thinks the Supreme Court wouldn’t be so crazy as to throw away its reputation in craven obedience to the President. Along the way, he also gives a fine summary of the constitutional and procedural issues in play: A major Constitutional conundrum has arisen around Section 1(1) above because two entirely different meanings may be given to the clause “upon a vote of three-fourths of all its Members”. It all depends on whether the Congress’ two chambers, House and Senate, are to ”vote jointly” or “vote separately” to propose amendments or revisions for ratification at plebiscite.
Kuya DJB,

The train is rolling out of the station as we write. Today is supposed to be D-Day for the House Committee of Revision of Laws to report out the cha-cha resolution on second reading, ostensibly with priority focus on lifting the 40-percent constitutional limit on foreign equity in industries.

But the objective really is to remove the term limit on the incumbent and also to push federalism.

Then the railroad will proceed to the issue of thge two chambers voting as when, with the train engineers ready to take it all the way for the Supreme Court which by the time the case is decided will likely be populated by GMA appointees with the only exception of CJ Reynato Puno.

You may care to click back to one of my recent posts on the newly discovered legal bluster of Solicitor General Agness Devanadera who's widely rumored to ascend to the High Court as soon as one of the seven upcoming vacancies opens up.
