Of Usurpers, Negotiators, and Scapegoats

In the aftermath of the bungled Bangsamoro Juridical Entity ‘deal’ that was anchored on the ‘First Nation’ paradigm promoted by the US Institute for Peace, there’s talk going around about investigating, and charging, erstwhile GRO, I mean, GRP negotiators Rodolfo Garcia and Hermogenes Esperon (and even Jesus Dureza) for the high crime of treason.

  • But did the negotiators act alone?
  • DId they “usurp” the powers of the Executive in the aborted sell-out of the Republic and the ‘return to sovereign status’ of collective (even larger than ARMM) Bangsamoro ancestral domain (that missed including Tondo, Quiapo and former Muslim enclaves of pre-Spanish Manila)?
  • By making Garcia and company scapegoats, will Albay governor Joey Salceda’s “luckiest b#X&%h” go scot free yet again?

    The US Congress and State Dept should really be apprised of the disastrous role played by the US Institute of Peace (USIP) in this on-going debacle in the Southern Philippines. The USIP’s Philippine Peace Facilitation Project MADE the master blueprint for what resulted in the MOA-AD. Their fingerprints are all over Gloria’s Mess. Let this be a lesson to us. Just because the word PEACE is in an NGO’s name does not mean it cannot be the very root and cause of WAR. The pen is mightier than the sword remember? The most lethal of men are intellectuals!

    What we may be seeing now are allies of the President at the Supreme Court discreetly advising the Palace on how to achieve a “soft landing” on the MOA-AD issue, which the Court will apparently rule on in a few weeks.

    After dissolving of the Peace Panel, we now have several heads on offer. But I think Jess Dureza and Rodolfo Garcia really do have it coming. I won’t let people ever forget that it was Dureza and Garcia who prevented the Basilan RTC from enforcing arrest warrants against over a hundred suspects in those July 2007 Marine beheadings on Basilan Island in order to save some of their MILF “partners in the peace process”. Never has justice been done for those Marines because of these heartless peace negotiating bozos! Because now and in retrospect I realize WHY they prevented those arrests: they wanted to save the peace process that led directly to this MOA-AD. They let those soldier’s gruesome deaths go unpunished so they could have their day of legacy in Putrajaya, Malaysia.

    Soon after that, Ronnie Puno allegedly gave the MILF/ASG untold millions for Fr. Giancarlo Bossi, in search of whom those

    good

    men

    died.

    Fr. Bossi skipped town.
    The Church spirited him away.
    He never helped investigate his own kidnapping. Why?

    While the swinging door of observation is slightly ajar for all at Filipino Voices to see, please nota bene that SolGen Devanadera’s claim before the Supreme Court that the President had not even read the Final Draft of the MOA is absurd on its face. Indeed, whether truthful or perjurious the SolGen portrays a President either guilty of dereliction of duty or committing culpable violations of the Constitution.

    Way past bedtime and the mushroom hour.

    But Gloria isn’t sleeping…she’s plotting her next move…she’s already two steps ahead of everybody…

    Interesting that you’ve ‘surfaced’ Mr. Puno’s name, and role. Ever wondered about his seeming ‘Rasputinesque’ presence in the ‘lives’ of Philippine presidents ever since his star began to shine under Marcos, first under the tutelage of the old Jose Rono?

    It is Moro-Moro in the land of the Moro. Is it any wonder that the Moros want their own Moroland?

    As recent history would show, things go way before Glory. Think Mahatir-Ramos friendship. Think Sabah claim and the Sultanate of Sulu. Think Malaysian car plant that ended in Pangasinan when it was earmarked for Sulu (or somewhere in the environs). Think Meldy having the power of attorney from Ferdie to dip her fingers in the Sabah claim after Ferdie bid adieu. Think how Misuari was born. Think how MILF came to be from the rib of the MNLF. Think Erap wanting to conduct office on a seafaring yacht. Think Erap and some Muslim foundation he created. Think Ronnie Puno. Heck, while you’re at it, think Almonte.

    Think how Mindanao has been the playground of so many players and gamers, hunters and prey. Think magic. Think ‘The Magic Hour.’

    Think… Well, just think. (I like the way you think.)

    But Glory is sleeping. She doesn’t need to be unnecessarily awake. She merely does what she’s told to do. And she doesn’t need to lose sleep over that, does she?

    There’s more to all those “taga-Luzon” than meets the ordinary “taga-Luzon”‘s eye.

    In any negotiations, both sides are presumed to have been given full powers, authority to negotiate for and was given “consent to be bound” from both sides’ highest authorities.

    If PGMA did read the MOA-AD and allowed the signing of the MOA-AD => ill -advised; impeachable/treasonous (?) act

    If PGMA did not read the MOA-AD but still allowed the signing to be scheduled => incompetence

    If PGMA did not see the document => no control

    In any case, the buck stops at her door.
