The last time Ms Arroyo delivered a Rizal Day speech was in Baguio City in 2002, when she announced that she would not run in the 2004 presidential election to foster unity in the country.
Ten months later, however, Ms Arroyo declared before an assembly of senior citizens at the Expo Pilipino in Pampanga province that she would run for president in the following year’s elections.

i’m not in favor of federalism. however, the thought of arroyo staying in power beyond 2010 is so unimaginable.
two big distinctions. in 2004, gma could, legally and constitutionally, run for president whether or not she “promised” not to run. in 2010, she would be barred by the same constitution from being elected president whether or not she wants to run.
btw, only a fool and loser would take a politician’s “promise” not to run. what naivete!
