Last September 21, nagkaroon ako ng chance to talk with Raymond Ciriaco, International Director of Parish Pastoral Council for Responsible Voting (PPCRV) and recorded our conversation where he mention his plight as PPCRV member, hopes on the youth and faith on automated election.
1992, ito ang taon na kung saan nagsimula sa PPCRV si Raymond at mula doon ay nakita niya kung paano nag evolve ang sistema ng eleksyon kasama na rin ang pananaw ng mga tao pagdating sa karapatan nila sa pagboto. “We are progressing and we learn from our mistake” ito ang nasabi ni Raymond na kung saan naging mulat ang tao pagdating sa mga katiwaliang nagaganap kapag sumasapit na ang eleksyon tulad ng mga taong nagbebenta ng kanilang mga boto na kung saan ang mga tiwali ang siyang nahahalal. “Hope we can be mature enough and really discern to choose the right leaders”, ito ang hope niya na sana ay maging matalino ang botanteng Filipino pagdating sa pamimili sa kanilang iboboto.
Ngayong parehong pinamamahalaan ni Ambassador Henrietta T. De Villa ang PPCRV at National Movement for Free Election (NAMFREL), naniniwala si Raymond na mas madadagdagan pa ang suporta ng mga tao sa PPCRV na kung saan naniniwala sa malinis at maayos na eleksyon. Ayon sa kanya patuloy ang PPCRV sa kampanya nitong Clean, Honest, Accurate, Meaningful and Peaceful (CHAMP) election na kung saan ang focus nila ay voters education at ang pagbabantay sa election, at non partisan ang PPCRV ang tanging habol nila ay ang sanctity ng vote.
“Isa akong user ng technology, I’m not a techie pero alam nating tool scan empower people at alam din natin that tools at tools that can be misuse”, ayon kay Raymond hindi pa rin titigil ang pagbabantay sa election dahil mawawala man ang dagdag bawas at ballot switching sa automated election pero nariyan pa rin ang vote buying, kaya ang tanging mensahe ni Raymond ay maging vigilant sa panahon ng election.

how does mang juan know that a platform will benefit him, his family or his community economically like employment, basic education, food, healthcare and shelter? These are complex subject that requires on going and constant education. Did Mang Juan receive his training to participate? or he was bought by his innocence?
Do the candidates understand the wants and needs of Mang Juan? There’s many basic areas that must be addressed and yet,for example ( i have read this from previous blog but I could be wrong) Villar is giving out plastic goods with his name on it after Ondoy. This form of help can be considered bribery or solicitation. A mere “tatak” of his name is already undermining democracy. That was not the right time to campaign but a time to help.
So how did the others help? by giving away goods with their names? Their presence without any form of advertising can be sincere and acceptable. Action speaks louder than words…
Sa totoo lang, wala namang panahon may naging malinaw na role ang PPCRV sa lahat ng nakaraang halalan lalo na kung saan mayroong mga dayaan na naganap.
With or without PPCRV, all the same for those who are nothing but systematic cheaters.

I still have a great deal of faith in what The PPCRV can do for our election. For all that has happened in the past two elections, he is right that it is indeed a learning process.
The fact that the PPCRV continues to strive to help the Philippine Electorate is commendable.

MANILA, Oct. 7, 2009—The National Movement for Free Elections (Namfrel) has formally appointed its new head.
He is Jose Cuisia, Jr., a prominent businessman and a member of the Opus Dei, a personal prelature within the Catholic Church whose members finds holiness in their daily chores.
Mr. Cuisia succeeds Henrietta de Villa who resigned last month to devote more time to her work as head of the Parish Pastoral Council for Responsible Voting (PPCRV), which focuses on voter’s education.
