There ought to be a self-locking mechanism against corruption in the agency where this happens – meaning it should be site operational.

If you commit it at LTO, you are caught there. In short, something ought to be designed that will operationalize catching the thief where he commits the thievery.

Problem there is, who will catch the boss? Answer to that is a higher neighboring authority.
