After the World Bank de-barred three Filipino companies and four Chinese construction firms over alleged cartel practices in the bidding of a major road project in the Philippines, Independent senator Kiko Pangilinan reiterates call for the immediate barring of the black-listed companies from participating in government projects in the country pending investigation.
“The government should act swiftly in sanctioning and filing charges against those involved in unsound practices. The World Bank has already provided data that would prove the anomalies in this particular project. I don’t see any reason why this issue won’t be decided on right away,” Kiko said.
Kiko on January 17, 2009 called for the barring of construction firms Cavite Ideal International Construction and Development Corp., CM Pancho Construction Inc., and E.C. de Luna Construction Corp. China Road, Bridge Corp. China State Construction Corp. and China Wu Yi Co. Ltd. and China Geo-Engineering Corp. pending investigation.
All seven were bidding on contracts under Phase 1 of the Philippines’ National Roads Improvement and Management Program, known as NRIMP 1 which the World Bank earlier agreed to fund.
“Kung hindi ito nasilip ng World Bank, e ‘di pyesta na naman ang mga kurakot na ‘yan. We should follow the example of the World Bank in exposing these corrupt practices. Dapat mabilis ang imbestigasyon at kung mapatunayan na may nangyaring sabwatan, patawan agad ng karampatang parusa ang mga nagkasla. Hindi na dapat makapasok ang mga kumpanyang ito sa mga susunod pang proyekto ng gobyerno,” Kiko ended.
