Speak now or forever hold your peace: questions I want to bombard candidates with

Those familiar with contracts involving hiring a company to do a specific job for a specified period of time know of the phrase scope of work, and when making decisions on which company to choose from there often is the list of activities that the companies will offer for the contract price.

Why can’t we do the same for elections? We should ask our candidates what their scope of work will be, itemized to the point where we can track their progress, in exchange for our votes. The president, the vice-president, and the twelve senators we will elect will be serving for six years; we must have an idea of how they will spend their time in office.

We must have a working president; if the Philippines was a ship, then the man is the fellow at the tiller, and we cannot accept someone asleep at the wheel.

We must have a working vice-president; the Constitution provides for his appointment to the cabinet without need for confirmation, making his role in government more than just a spare tire but a valuable member of the administration.

We must have senators working tirelessly as legislators; co-equal to the Lower House, the Senate nonetheless has powers related to treaties and other matters of policy that the executive will ask advise and consent for. We must have learned our lessons already; why should we want a Committee on Silence and Narcolepsy in the Senate? How much of our time and our taxes have been wasted on those with chronic mental and/or physical absenteeism?

In the words of my favorite kanto heckler, “P$%#@$^%@, di namin kayo binoto para pumetiks lang, mga t$%@#!#@$!% kayo!”

    This is the reason most candidate use: gimmicks, slogans, do good
    activities , I’m from the poor, false hopes, good names, noble parents, rethorics,etc… Anything that will divert your mind and attention. To what are really the true issues. That is: (1) what can they do for us? (2) How will they serve us?

    vote buying at individual level, tampering results at the provincial level and at Comelec’s level are given problems for this coming elections. Yet no candidate has discussed the issue nor asked by the media. hello!!!!!

    the solution can be very simple and very basic. Comelec and the other departments including department of education may be asked to volunteer as poll watchers. Or Comelec may ask citizens from all parts of the country to volunteer. Volunteers cannot be in the same locality where they live. They must be shuffled. They can act independently in accordance to the policies and procedures as volunteers. In addition, police departments or its head of operation must be shuffled too during election.

    The solution can be initiated by the current administration and the Senate-the legislators.

    At the same time, Comelec legal commission must educate the people on their voting rights at every level of society including the many levels of government and its public employees. Comelec must also review the consequence and penalty to all candidates who abuses the law.

    It’s not a 24 hour solution but of long term but it must be implemented as soon as possible. The media can do the same especially in areas like Mindanao where monopoly of voters ID are kept at the provincial level or at the mayor’s office.
