The Noynoy Aquino Inaugural And Beyond

I-Day is upon us. D-Day, too.

I’m referring, of course, to what many Filipinos feel is the dawn of a new day as represented by  the ascension of Benigno Simeon Cojuangco Aquino III as the 15th President of the Republic.

The seeming national euphoria is underscored by his Inaugural on the back of a reformist agenda anchored on eliminating corruption, corruption that is, to many, personified by Gloria Macapagal-Arroyo.

After the strictly formal Inaugural, there will be street dancing, dancing in celebration of P.Noy’s inauguration, and the departure of GMA.

Mrs. Arroyo will, however, not really be riding into the proverbial sunset aboard her limo.

She has her own spacious office in the 15th Congress as an elected lawmaker representing Pampanga’s first district.

Mrs. Arroyo says she will emulate India’s Sonja Gandhi who despite being leader of her political party sits as an ‘ordinary’ MP.

As Filipinos watch how the conduct of state affairs under President Noynoy will be, so to will they look askance at Arroyo whose loyal  lap dog… errrh follower Norberto Gonzales, the exiting defense secretary, is forming what he presumptuously calls “a government-in-waiting.”

The remark is surely another way of saying that Gonzales will work to ensure the failure of Noynoy short of plotting extra legal moves to unseat him.

The hubris is not entirely surprising given the existing regime’s penchant for dishing out advice to the incoming government, advice that most Filipinos are scoffing at.

This is not to say that the honeymoon with the new administration will run for an indeterminate period.

But on its success rides the hopes of a people long deprived of good government.

There will be miss steps,

But this corner has every reason to believe that this time around, the absence of transparency, accountability, and integrity that so marked the Arroyo regime will not be repeated.

Godspeed, President Noynoy Aquino.

    Presi-Noy steps into Malacanang for a population eager for him to improve Pilipinas with regards much reduced corruption in government, improved infrastructure, law and order, jobs and over-all quality of life.

    One metric that can be used about the Noynoy administration is the FAILED-STATE-INDEX produced by the Fund For Peace. The latest 2010-report puts Pilipinas at #51; a lot better than Burma or Bangladesh (#24 and #25); almost like Egypt #49 and much worse than Indonesia #61, China #62 or Malaysia #110 and Spain #151.

    In 2012, we can gauge the performance of the Noynoy administration and hopefully, the 2012-FAILED-STATE-INDEX report categorizes Pilipinas to be like Malaysia by then.

    Four specific promises in Noynoy inauguration speech:

    (1) he will increase the size of the PNP and Military; “Palalakasin at palalaguin natin ang bilang ng ating kasundaluhan at kapulisan, hindi para tugunan ang interes ng mga naghahari-harian, ngunit para proteksyunan ang mamamayan. Itinataya nila ang kanilang buhay para mayroong pagkakataon sa katahimikan at kapayapaan sa sambayanan. Dumoble na ang populasyong kanilang binabantayan, nanatili naman sila sa bilang. Hindi tama na ang nagmamalasakit ay kinakawawa.

    (2) Change to infrastructure contracts : Contractors who build will also have the contracts to maintain the highways, buildings, etc.
    “Mula ngayon, hindi na puwede ang “puwede na” pagdating sa mga kalye, tulay at gusali dahil magiging responsibilidad ng mga kontratista ang panatilihing nasa mabuting kalagayan ang mga proyekto nila.

    (3) More public school buildings : Hindi natin ipagpapaliban ang mga pangangailangan ng ating mga estudyante, kaya’t sisikapin nating punan ang kakulangan sa ating mga silid-aralan.

    (4) Job-creation via public works hiring : Bubuhayin natin ang programang “emergency employment” ng dating pangulong Corazon Aquino sa pagtatayo ng mga bagong imprastraktura na ito. Ito ay magbibigay ng trabaho sa mga local na komunidad at makakatulong sa pagpapalago ng kanila at ng ating ekonomiya.

      Nonoy administration Memorandum Circular Number 1 : “All presidential appointees under co-terminus status and/or those occupying positions created in excess of the authorized staffing pattern in all departments, offices, agencies and bureaus in the executive branch, are deemed separated from the service as of noon of June 30, 2010″ .

    UN Asks Govt to reduce dropout rates, poverty

    The United Nations (UN) … that will address high dropout rates and extreme poverty in the country, two of the goals that Manila is not on track to achieve come the 2015 deadline.

    Dr. Jacqueline Badcock, UN resident coordinator in the Philippines, underscored that the bigger problem in the education situation is the increasing dropout rate in elementary levels as reported by the National Statistical Coordination Board (NSCB). Based on the 2006 to 2007 NSCB statistics, the dropout rate increased from 8.6 percent to 9 percent, far from the 2006 target of decreasing it to 5.5 percent and 2009 target of 4.3 percent.

    “A targeted program that will identify causes and solutions for high dropout rates is urgently needed to reverse this alarming trend,” Badcock said. Badcock cited the province of Sulu wherein only 62 percent of the children there are enrolled in public elementary schools, way behind the national average of 81.7 percent.

    “Efforts to promote primary education enrolment should be concentrated in identifiable high-priority regions such as Sulu,” Badcock pointed out.

    In addition, the UN linked poverty to the unemployment problem which makes poverty reduction and endangered goal. UN records show that 33 percent of Filipinos still live on less than at least P45 pesos a day ….

    Between France/Germany/European Union asking Noynoy administration to focus on media- and human rights killings, the United Nations asking for progress on poverty and education and the take-charge hardworking focus of Presi-Noy and his cabinet members, then 2011 and future years can only be better for Pinoys-in-Pinas.
