I have been hearing stories from people how the Villars got rich. I simply dismissed these as hearsay. But last December, a concerned citizen sent me some documents to prove that these stories were true. In fact, as early as July last year, the issue about the case had been circulating. The case is about a land dispute wherein the Villar’s Optimum Development bank, the Bangko Sentral and private entities were involved.
This anonymous tipster sent me documents about the case. What I thought was a simple land dispute was even more complicated. It included fraud and what I think is a collusion between Optimum and some Bangko Sentral officials. I still have yet to find the people behind this case. What I know is that the person involved in this case is now in hiding. I wa also told that CB officials are mum on the case.
I’m publishing these documents for your appreciation. I leave it to you if you find it credible or not. You may just be as shocked as I was.

I mean, one can blogcomment about what is already published from reliable sources like Ellentordesillas’ site or the Inquirer and still be met with disgust. Like Noynoy percent voter share has been trending down since he declared his candidacy and that many Pinoys now speak more loudly about Noynoy losing the May2010 elections. What more if the source has less credibility.
I understand the skepticism. Nothing wrong with that. My point is casting ill intention on the person simply because of the lack of a summary or your difficulty reading the documents.

Speaking of those documents, I’ve found out that the law firm representing the Bulacan farmers have an office somewhere in Antipolo, not far from where I live. Should be easy enough to verify if the scanned documents are real or not. I’ll give them a visit this week.

There’s a link between a former Central Bank official and Villar. I know who the official is. What I’m trying to find out is what hold Villar has on her. We should also ask why Villar’s Vista Land was exempted from the “holding period” requirement imposed by the SEC on companies who are listed.

So how does one do it – be for Gloria and, at the same time, be for the man who claims there were more Senate investigations into her activities during his watch?
The position is impossible to reconcile unless one believes that Villar’s election will be good for Gloria too.
Now if a lawyer from the midwest can see that very clearly, then it’s hard to imagine that Gloria can’t.
i don’t think you were born yesterday and i know you understand, as well as anyone does, that so-called “political parties” in the philippines no longer represent distinct “ideologies”, as they did under the two-party system (thanks to the busybodies responsible for the ill-conceived 1987 constitution – a product of collective brain malfunction, imho.
what we now have is politics of personalities where party platforms are as hollow as a candidate’s campaign slogan. thus politicians switch allegiances and hop from one “party” to another just to get a slot. affiliations and alliances are only good until selfish interests and ambitions demolish them like sand castles.

Bencard is a lawyer like Abe and jcc, so the way he views things (like the way Abe views things and jcc views things) is colored by their law school training and current legal practice. The facts are too inadequate, but let me try to put the pieces together. From the photocopies of documents included in this blog it can be gleaned that three land titles are involved:
1st: title: T-1482-P(M)(only one page is given, a page showing the description of a certain Lot 1 containing an area of 1,838,376 square meters);
2nd title: Original Certificate of Title No. 237 dated July 17, 1944 (none of the pages of the supposed title is given); and,
3rd title: Transfer Certificate of Title T-49694 dated July 30, 2003, in the name of Bangko Sentral ng Pilipinas, (only the front page of the title is given so the area is not available. However, from the affidavit given (see Villar 1 of the blog) the title allegedly embraces lots 1,2,3,4,5,6,7,8 and 9 containing an area of 4,838,736 sq.meters.)
Apparently a mortgage was executed in favor of Bangko Sentral by a certain company named Manila Brickworks, Inc. and a bank named Capitol Development bank, both allegedly represented in the mortgage document by a certain Arturo P. Delos Santos, acting for Manila, as mortgagor (which could only mean the second title above is in its name), and for Capitol, as borrower. Capitol, on the other hand, issued a 180 day promissory note on April 22, 1998 in favor of Bangko Sentral in the amount of P1,168,091,000, signed by a certain Cynthia Villar and a certain Anacordita H. Magno. The relation of Manila Brickworks with Capitol Bank is not clear from the documents. It seems that certain claimants, one Gina Jarvina and one Rogelio Veneracion, representd by one Evelyn Almazan Villaflor, are allegely co-owners of the property covered by a title T-1482 (1st title above). The claimants state that their property was allegedly overlapped and included in the real estate mortgage referred above. In short, their property, identified as Lot 1 referred to in the 1st title, was allegedly included in the 2nd title. The claimants further alleged that the 2nd title was falsified and illegal as it was issued in July 17, 1944 when there was no civil government. I am not a lawyer and cannot comment on the legalities of this transaction.
Let us not politicalize the cases. Let the voters be informed by
unbiased investigators. They involve fraud to the highest degree.

that’s exactly what you are doing – politicizing a case in active court litigation. a thousand suits can be filed against villar but until they are fully and finally adjudicated by a court of law, they are just that – suits ( a claim by one party against another) and not necessarily “truth”.
C5 is a very valid issue. Mr. Villar tried to politicalize it.
The C-5roads are there. The appropriation insertions are there.
The Prima Facie evidences for the ethic issues for such incumbent politician are there. I dont need to be a lawyer to understand the Rules of Evidence. I know hjow to read maps.

It’s very much unlikely that Noynoys rating will soar merely just because of this pending particular land grabbing case documents being posted here at FV.
What is more likely to happen is that Villar’s supporters will step up their defense against this another yet unresolved case involving Senator Manny Villar while the attack dogs of the other candidates gather around this “piece of meat” for a possible kill.
But I think it is futile for the candidates and their supporters to capitalize solely on this negative type of election campaign strategy.

Perhaps it may only be truly useful if a court of law has already decided on this case and found the Villars guilty. But until then, the posting of these documents here at FV may still be considered as having a very low level of credibility bordering on the motive of character assassination through trial by publicity.
I think it is better and far more useful for the voters to focus the campaign debates on the real issues of the country.
A candidate who tries to win by assassinating the character of his closest rival has his character itself that voters should greatly be concerned about.

It’s obvious that this particular case of the Villars and those of Ampatuan and Ivler have clearly different circumstances and nature. Peru ganon pa man, let us give way to the logic of your argument by posing back to you a “similar” idea.
Let us suppose that in a few days from now some high profile group of lawyers not necessarily supporting Villar (let’s say, probably some AC-DC type of lawyers) file a “strong” case in court complete with authentic documents against Noynoy Aquino accusing him of some wrongdoing in the SCTex project.
Will it be justifiable for the supporters of Villar to just ride on the accusation and over-blow the issue into some degree of trial by publicity even if the case is not yet proven in court to be true? And suppose because of that, many of Noynoy’s non-hardliner supporters will believe the accusation and withdraw their support for him causing him to lose in the election, and suppose further that months after the election Noynoy is proven innocent of the accusation, isn’t it a great injustice to the person concerned when the gullible tendency of the public’s mind is manipulated to form an opinion against someone being accused without any final judgment from duly constituted authorities?
This is why the justice system of any democratic country considers any accused individual to be considered innocent unless proven otherwise.
But if you must form your own partial opinion, at least be responsible to keep it to yourself yet and refrain from trumpeting it before public forums before any legal binding finality has been done on a case.

But here’s the difference between Villar and Aquino. And that difference shows why there is no logic in putting Aquino in Villar’s shoes.
Villar would rather attack Aquino through press releases. Villar would rather defend himself through press releases.
Aquino has stated publicly that he is not afraid to face his accusers whether it be in the Senate or in the courts.
Villar, on the other hand and as you very well know, refused to face his accusers.
The Senate draft report is there for you to read. Read it and then decide for yourself.
There is nothing wrong with releasing the list of charges against Villar and the evidence and testimony to back it up,

For every valid accusation there will always be a valid refutation, and for every valid refutation there will always be a valid rebuttal. It’s just a perpetual futile cycle.
This is why this case really needs to be elevated to the appropriate court to once and for all put finality to this seemingly endless controversy, and in that way it will be determine if all of this expose is merely for negative campaigning purposes or really driven by honest and good motives, or perhaps both.

Yes, of course you’re right, Phil. But u must admit the Satur/Liza, on the one hand, and Bongbong, on the other, is a bit extreme, even as centripetal forces go. During the Marcos years, they were at logger-heads over human rights and other issues, if u recall. Leftists vs oligarchs, di ba? Of course, Bongbong is not his father, but he has also not made any statements acknowledging the ill-gotten wealth or human rights violations either, so his silence suggests acceptance. Satur himself had major misgivings at the outset and even considered going independent, remember? And now…? That motley crew was so incongruous that it generated quite a bit of press…
Of course politics and politicians r opportunistic on the whole, but this takes it to a whole other level. This is not to say that I still don’t respect Satur and Liza for the work that they have done, but a LOT of people (many of their former supporters) r pretty disappointed. Notice how Satur said the proper place to answer the charges against him was in the Senate and then the next day he turned around and said he now understood why Villar did not want to do it. On that point alone, I can smell that Satur was reprimanded by the “party” and ordered to reverse himself.

Some are still rooting for PGMA, some for Villar, some for Gibo, none for Erap (hehehe), amazingly some for the sure losers thus wasting their votes, some for Noynoy. It’s worthy to note here that those still for PGMA, some of them root for Gibo but inclined to defend Villar, Those for Villar defending Villar for his acumen to make himself rich, attacking Noynoy for lackluster peformance, those for Noynoy defending Noynoy for his being a clean and honest person attacking Villar for his unwillingness to prove himself clean of the C-5 mess while mum on Noynoy’s lackluster performance.

MY favorite is Gibo, I like the way he behave so far, Not resoting t mudslinging. Maybe he thought Villar camp can do that for him. No need for him to get dirty. The guy is just very articulate. What is really admirable is his loayaty to gloria while people are avoiding Gloria like leper. I wonder what is he really up to with that.
MY ver betsfreind is twisting my arm to switch to Gordon. well I dont know. He has good record, accomlsihment at all. BUt I just can convince myself to vote for him. what is really wrong with him? My theory is that I dont like his temper, I find it so unpresidentiable.

It is not always the candidate himself who is to blame if his candidacy’s “ratings” suffer some kind of a slowdown in momentum. Sometimes it is because of his supporters and especially the people around him who are running his campaign. If they themselves are not demonstrating the kind of change they are advocating in their campaign theme by employing the same old negativity, then what true credibility can there be gleaned from their candidacy?
If we believe that this election is really about change, then let us all show it starting with the way we run our campaigns and conduct our elections. Let us try our very best to help restore the credibility of our badly damaged institutions.
In truth who among the candidates is really a hundred percent perfect for the job? None, of course. This election is not so much about who will win to be the next set of leaders and public servants in our country, but rather it is really a long-awaited precious opportunity to test ourselves if we as a people are really willing to change from our old rotten ways of doing things.
There can be real change in this country if we ourselves in our own personal level start practicing the change we want to see.
A cliche goes something like this: “Positive change is not due to the right things that happened to us, it is what happens when we do the right things.”
hi, rego. as i see it, villar only hits back when assaulted, purely in self-defense. his record of performance, achievement and competence speaks for itself, albeit he has to make it known by the public through ads paid for by his own money.
when i was in pinas (about 2 weeks ago), i was amused by the headlines that noynoy would refrain from trying to discuss real issues but would instead step-up attacks against gma. this was a result of his luckluster performance at a debate with the other “presidentiables”, particularly villar and gibo. the poor guy’s handlers obviously thought noynoy could win the election by demonizing gma (a non-candidate) a la george bush. well, now villar is in the lead in the polls and noynoy has lost supporters considerably.

my point is I’d like to see the candidates respond to pointed hostile questions rather than objective inoffensive ones because that’s how we get away from motherhood statements and evasive answers.

My view on REAl VILLAR:
Children are used in campaign commercials to manipulate the feelings of the voting public. Portraits of a candidate with his children or grandchildren will help to establish him as a “family man.” But the representation of anonymous or “real” but unrelated children can also play on a number of powerful emotions, including fear, anxiety, and hope for the future. Money Villar oversimplify concerns by stimulating emotions with extreme predictions about the future of our children that are based on short-lived or misleading information. Manny is most likely trying to indicate that children will not be safe in a nation controlled by his opponent?
Is it legal? Not to me, I can interpret it as exploitation of children’s privacy especially if there’s no formal written parental consent. The abuse of lawlessness and the lack of legislation to protect the children’s privacy is not only of legal debate but of moral and ethical values. The use of children’s impressions is a violation of their right to privacy.
I have never understood the point of using children as trained symbols in political ads. Traditionally, children’s ad is more appropriate for school-related issues or initiatives. It appears to me that this is fundamentally de facto juvenile abuse. Looking at it differently also , it is primarily uncompensated child labor where paid child labor would be illegal. How can the adult voters by any means translate this in a positive way? In what manner the use of small children in political advertising says that the people behind or is being advertised either could not find a compelling adult to be in their ad, which is something you would think they would prefer to keep under wraps. Money Villar may have thought that voters are truly so pathetic that they would base their choices on misleading ad thru exploitation of children. In other words, Manny may have confirmed that our society are too emotional and vacuous to process their thoughts and therefore will vote for him. wowoweee..What an additonal insult to the filipino race !!!!

no bencard, my main point is villar paid the children or use the children to benefit his campaign ( child labor). Instead of being a role model to uplift the “emotional and vacuous” people, he is taking advantage of it.

There already exists a current road network, toll-free, that will allow motorists to move from SLEX to the Coastal Road. MCTEP would give them the choice of going from point A to Point B more quickly—as long as they are willing to pay for the convenience. Giving motorists a third choice, in the context of competing demands on scarce resources, cannot be—never mind, should not be—defended. Then there is the matter of zonal valuation. No. The P11,520 figure refers only to the properties that are directly Villar-owned. The P7,168 figure refers to direct properties and those in joint-venture with Villar companies. To Barcelona: Do not put words in my mouth. I was not suggesting that capital gains linked to proximity to public works should accrue to government. And there is a world of difference between the Hacienda Luisita issue and the Villar properties issue: (1) Noynoy Aquino probably owns less than 2 percent of Luisita, Villar owns 100 percent of his properties; and (2) Villar conceived and initially funded CX-5/LPPLP; Aquino had zilch to do with SCTEX. Tsk.
Moral of the story: Do not rebuke your teacher using insinuations and without full knowledge of the facts. My fault is that I didn’t teach him any better.
Finally, I cannot resist quoting Joker Arroyo, circa 1998: “So in the case of Speaker Villar, it is simple. If he wants to go/continue in business and deal with government financial institutions, he can do so but he cannot also be a congressman. If he wants to be a congressman, then he must not be in business which deals with the government. We have to pay a price.” Amen.

Yup, a certified LANDGRABBER is much better choice than a son of certified FILIPINO heroes. I’m sure some people will just insist that VIllar has ESP regarding road projects (C-5, Daang Hari, Levi Mariano et al).
