I wonder when will We, the people, go hard on our leaders for the crappy job they’ve been doing? Over 20 years our per capita income has not changed whereas in the same timeframe, inflation has continued to raise the prices of goods and services. The government is so tax hungry that it is even considering taxing text messaging. Not simple text messaging, the only reason to raise taxes on it is because government wants a piece of the pie that companies make, by allowing cross sending of text messages between networks. Hell, this country has come to the point of taxing books.
We dodged a bullet when the NTC has apparently dropped their thinking on trying to tax electronic commerce.
Economics 101 tells us that one shouldn’t raise taxes when industries aren’t performing or during bad economic climate. This government in its quest for revenue will find itself without revenue because people will not be able to pay taxes for lack of jobs and business.
Mr. Secretary, with all due respect: don’t worry about Kho or the “moral compass” of Filipinos. The same goes for every fraking official of this government. That’s not your job.

You will be the first to tell us that morality cannot be legislated, not the last.
I am sure that the law they are about to draft, if not drafted already, will only delve on a policy or law which such policy or law aims to protect.
In short, that laws aims to promote social justice. And that having been said, it can only deal on the social if legal aspect and away from any kind of moral prescription.
In other words, I don’t think they are trying hard to legislate a kind of uniform morality as this is not possible.

There’s talk of “video voyeurism” on MSM and there are articles in myriad blog posts and in google books previews on the topic. Non-consensual video (or audio) taping even for a consensual sex is highlighted in this disgusting affair. The video voyeurism includes this non-consensual video-taping.
Is there an existing law that penalizes this video voyeurism?
The lawyer of the woman in question said this afternoon that they don’t care who internet-uploaded and distributed copies of the video. He said that they won’t just accept apology and that the man in question in this sex scandal must face the brunt of the law – the “Anti-Violence Against Women and Their Children Act of 2004″ (R.A. 9262).
Also, Lawyer Katrina Legarda last night said that the man in question could be penalized by an existing law – the R.A. 9262. In a slide flashed on the tv screen was a highlighted text “make films thereof.” The lawyer meant that this particular part of the said law apparently was the one violated.
Taking a look at the section of that law, “Section 3. Definition of Terms,” the phrase “make films thereof” is taken in its real context under the sub-subheading “Sexual Violence,” as follows:
“forcing her/him to watch obscene publications and indecent shows or forcing the woman or her child to do indecent acts and/or make films thereof”
So, does this stipulation already constitute video voyeurism? Was sexual violence committed in what appears to be a consensual sex?
Senator-Lawyer Pia Cayetano in a radio interview yesterday afternoon said that it’s high time the Philippines has an anti-video voyeurism. There it is…the law still has to be created in light of this sex scandal.
Sadly, the Susan Wilson story is unfolding…video voyeurism is not yet a crime here in the Philippines.
At most, the perpetrator could be penalized by R.A. 9262 by inflicting “Psychological Violence” on the victim. Still hard to prove because the perpetrator is saying that the sick video-taping of their sexual encounter is meant as a private video and he was not the one who disseminated it to the public.
At least “psychological violence” is more appropriate and more specific than what the lawyers are saying.
The Phillipines goverment officials should focus on the most important issues such as graft and corruption and streamline goverment old practices. The country was economically far better than Singapore and some Asian country in the 50′s and the 60′s. Look at what happened to the economy. The video tape between Dr. Hayden Kho and Kristina Halili was a private encounter between two consenting adult which unfortunately went to the wrong hands and distributed in the internet without their consent. We have to be subjective if indeed Miss Halili was not aware that is it being video taped. This is similar to Paris Hilton where their private intimacy was distributed and even legally sold in video stores in the U.S. It very difficult to stop these once the internet takes over. These are issues that Kristina Halili will have to face and Hayden Kho’s carelesness without regards to ramification of his action. There is no set law in the Phillipines with regards to issues where a private intimacy between two consenting adult video tape was distributed without their consent.
