Isa itong coup, dahil sa hindi isinama ng mga Congressmen ang mga Senator sa pagtalakay ng nasabing Resolusyon. Ang sesyon ngayong gabi ay isang paglabag sa bicameral system of government ng Republika ng Pilipinas, at malinaw sa Konstitusyon na anumang panukala sa pagbabago sa Saligang Batas ay nararapat idaan sa malinaw na diskusyon at pagboto ng dalawang sangay ng Lehislatura.
Isa itong krimen na maihahalintulad sa panggagahasa. At ang mga eksenang napapanuod natin ngayon sa telebisyon ay masahol pa sa iskandalong nilikha ng Halili-Hayden Kho sex scandal. Karumal-dumal sapagkat hindi isinaalang alang ng mga tutang ito ni Ginang Arroyo ang moralidad at halinhinan nilang ginahasa ang demokrasya.
Sa mga Pilipinong may pagmamahal pa sa Inang Bayan, sumama kayo bukas sa isang nakapangyayaring pagpapakita ng galit sa ginawang ito ng mga demonyo in barongs. Magsasagawa ng misa si Cardinal Rosales sa St. Peter’s Church bukas ng alas-dos ng hapon. Magsuot ng itim, bilang pagpapakita ng inyong pagtutol sa pagpapatuloy ng panggagahasa ng mga animal na ito sa Kongreso.

The members of Congress are the members of Congress because they had been elected by the voters of their individual districts. Maybe they(voters) shouldn’t have, but that is the way it is.
Now, whenever the Congressional majority votes for a pro-GMA item, it is never the individual congressmen voting the will of their districts nor the individual congressmen voting their consciences. Binay-et-al frequently explains their failure to get their agenda approved with Arroyo threatened to cut off the release of pork barrel funds or some equivalent.
Is this a new phenomenon (threaten – pork barrel) or was it there during the Carlos-P-Garcia days?

Unfortunately the power of recall does not extend over Congress members, the Pres, and VP.
If you look at all their attempts to revise the Charter, they hardly considered extending the power of recall over them.
Only a handful of Constitutional Consultative commission members advocated extending it over those officials be it in a presidental or Parliamentary form of governemnt.
If that’s not possible, how about using this? Would you know if this “system” has already been provided for ?

The Congress shall, as early as possible, provide for a system of initiative and referendum, and the exceptions therefrom, whereby the people can directly propose and enact laws or approve or reject any act or law or part thereof passed by the Congress or local legislative body after the registration of a petition therefor signed by at least ten per centum of the total number of registered voters, of which every legislative district must be represented by at least three per centum of the registered voters thereof.
