Vigilance in the Time of Challenges

When all seems sure that the 2010 will push thru, here comes this video, showing how COMELEC is bungling its job. This video allegedly shows FF Cruz, a bidder, signing bid documents inside one of the comfort rooms on the second floor of the old COMELEC building last May 9, at around 5:30 in the evening while COMELEC bids and awards committee chairman Ferdie Rafanan reportedly waited outside.

We need to look very closely at the motives behind such a video leak. Was it, like what colleague Ding Gagelonia suggested, one of the efforts designed to make the bidding fail? That COMELEC designed to make the bidding a failure? I doubt it.

Like all video scams, this one shows the very halmark of a deed uncovered.  And being caught off-guard, surely, alibis are in order.

Yet, some questions are sure to be answered by the handlers of FF Cruz—who took the video and why? It seems that those actors knew that they’re signing some documents (which, says the junior FF Cruz are documents allegedly about a property in Coron being bought by FF Cruz and company). Why take the video inside the comfort room of the COMELEC and for what purpose? Or, why take a video of FF Cruz signing something in the first place? Is it part of the “deal” made by FF Cruz with some unscrupulous operators in COMELEC? If it was, such a ridiculous proposition indeed!

Remember that, months past, FF Cruz was also involved in another bidding “anomaly”, this time, in Subic. FF Cruz was not given the contract to build a hotel, allegedly after opposing the cutting down of trees. FF Cruz went to the House to complain but got nothing. Will he be willing to face a Senate probe on this so-called COMELEC anomaly, seeing that, if all those allegations are correct, he, himself, is now unfortunately involved in “rigging” what was hoped to be, a very clean bidding process?

What is relevant about this “anomaly” is its role in the scheme of things. Surely, this one got the goat. Whatever COMELEC says or even the palace, this already tainted the entire bidding process of automation and the prospect of a manual counting looms in the horizon. If, at the very onset, the integrity of this entire so-called “democratic” and “constitutional” exercise is now in question and obviously, under extreme jeopardy, what is left is for the People to decide their fate using a totally different route. Or, like what I wrote in New Philippine Revolution, a convenient excuse to justify an Arroyo 20/20.

    Assuming, if FFCruz has gone down to the toilet to make a tete-a-tete to wipe his behind with contract papers so are the Filipino people in general.

    Who in their right mind would have themselves recorded inside a toilet? Are the COMELEC toilets now has “spy camera” for the voyeurs-CUMELEC-xtraordinaire-employees?

    If the self-proclaimed intelligent pekeng-peryodistas rushed off to print gossips made by foreign-educated CEO Joey de Venecia so are the rest of the Filipionos in General.

    So, Filipinos deserve a contract wiped from behind in the toilet.

    I believe they are putting very high standards for the bidders. So, that the bidding will fail.

    Same as putting your executive to a very high relization parameter
    in his job. If he cannot perform. You fire him.

    COMELEC will be the Tail that will Wag the Dog. Ah, Pobre Pilipinas…Pearl of the Orient Seas. But, so far still to mature as
    a country.
