an implementation issue on HOW to arm citizenry with understanding. This is exactly the basic job description of any political body. 

The question would be: did we vote the right person who knows the &quot;know about&quot; and the &quot;know how&quot; ?

i believe the task today, as it was in yesteryear, is to raise the level of the general public consciousness about the basic principles and concepts of a democratic polity, so as to reduce to a minimum the ability of courts and officials to act with impunity.  When the citizenry are armed with understanding of how things are supposed to work, they are able to better curb the excesses of their own govt.  I know I am preaching to the choir with you, but it must not be said that in the dead of the night, we stood quietly while the likes of villafuerte slaughter what has become common sense in other climes.  The common thread that runs through the present regime&#039;s moves has been disdain for the Constitution and unrelenting efforts to exploit its weaknesses. 

I call for Mental People Power to put the pigs to flight.</description>

During the Unicameral days of the National Assembly, they read the (heretofore unamended) 1935 Charter as requiring 3/4 of the entire membership of the National Assembly, which led to some worries the required number couldn&#039;t be reached, because of many executive appointments from the legislature. This understanding was overturned by the SC in 1947 dealing with the voting for the Parity Amendment, the SC said it was 3/4 of the existing composition of each chamber, not the total number specified in the Constitution.</description>
