The onus IS on Vice President Jejomar Binay.
Now the offer is for him to lead the probe into GMA’s alleged wrongdoings.
During his time, President Fidel Valdez Ramos had similarly faced the conundrum of working with a spare tire who was not his running mate.
Now somewhat of an urban legend is the yarn that the idea for then action star-turned-VP to head an anti-crime entity began as a joke – a way of keeping Erap out of the hair of the cigar chomping FVR.
Thus was born the Presidential Anti Crime Commission.
But Estrada was not one to be sidelined.
So the PACC became his springboard to the presidency, trouncing FVR’s own chosen successor (now former Speaker Jose De Venecia) in the 1998 elections.
This time around, with exiting President Arroyo certain to face criminal charges for her alleged wrongdoings (plunder, human rights violations, etc.), the proposal to make her account for the allegations have ranged from the creation of a South Africa-inspired truth commission and now the office being proffered to Mr. Binay given his record as a human rights lawyer.
Will Binay keep up his scornful tampo over not getting the interior and local government portfolio or will he step up to the plate and become the activist Vice President that he aspires to be?

It seems to me that the pertinent question is, not what will Jojo do, but what will the President ask or direct, and what will the People demand. The VP is an employee, not the boss. The president is a higher ranking employee than the VP. The People are the shareholders.
If the man can not place his personal desires subservient to the needs of the People, he should resign and go do something where his outsized ego can gain the succor it apparently lacks. The People should have no patience with this old school thinking that ego is bigger than Public Trust.
It is that outsized ego, after all, that got ERAP and Ms. Arroyo into trouble. The People want a change from that, if I read things correctly.

A “Truth Commission’ to put closure on the “garcification” issue should be done quickly. The same commission should put closure on the NTN-broadband and the Macapagal highway corruption cases — cases should be filed in court by summer next year so the world knows that the wheels of Pilipinas justice walk the walk, not just talk the talk.
A second “Truth Commission” is needed and Binay may be good to be its chairman. This is the “Truth Commission” that F. Sionil Jose mentioned in his open letter to President-elect:

The independent commission will be under the supervision of former Chief Justice Hilario Davide. “This is the body that I promised the people that will close so many issues. They will collate data and evidence…and in turn, with assistance of DOJ, they will as necessary prepare and prosecute the cases to make sure that those who committed the crimes will pay,” Aquino said.

No Filipino politician resigns from an elected position so Binay will not resign even if he can do nothing else but nurture his inflated ego or his unstatesmanlike tamporurot. He can do an Erap, accept a position that matched his talents and inclination offered to him by Noynoy, and then take advantage of that position to enhance his political aura and go somewhere/far. Or, cling to his ceremonial position as vice-president, do nothing else, and go nowhere.
whatever jojo does or whatever job offered him he takes, it’ll be perceived as his springboard to the presidency. there’s still that notion of ulterior motive…hungry for ultimate power.

When the leader of a first world, post-industrial economic behemoth of a country could not will jobs to exist out of thin air, how exactly do you suppose could a leader of a backward, non-industrial country do any better?
The short answer of course is no, he can’t.
Unless and until we activate the wheels and gears of an industrial complex able to produce products that the world citizens could buy and consume, jobs will be scarce, wealth will be in the hands of the rent-seekers, children will beg in the streets and prostitutes of all stripes will rule our dysfunctional world.

That was the palabra-de-”Compact”; I don’t know if he also said those words when he was on the campaign trail.
[I did not see, but I don't know if he made clarifications to "Compact".] I do not know what Noynoy intends to do now that he has won. I do not know what Noynoy gets done by December 2011 or by December 2012 para sa jobs-for-Pinoys-in-Pilipinas.

I agree wholeheartedly that a long term perspective is needed. Jobs won’t appear overnight. I’m not sure manufacturing is the answer though. I rather think it is pushing every industry forward, and the biggest push would be by allowing foreign ownership and engagement. The economy is very broad but very thin. I rather think that it does not take much to go from the edge of national poverty to dynamic growth. Not “jobs for everyone” right away, but dynamic growth. Also, right now, the “people’s earnings” is very poorly deployed. So I’m for the old one-two combination:
1) Foreign money injected into the country.
2) Better assessment and application of taxes.

Millions voted for Noynoy not because they necessarily believed whatever jobs promises he made during the campaign.
Noynoy won with overwhelming majority because of one, and only one, major and urgent need : to restore trust and decency in governance.
The wretchedness that Gloria wrought on the nation’s soul was so great that this kind of need obtains primacy over and above the immediate need of economic concerns. Not that either is exclusive of the other; they are in fact complimentary and requisite.

For all her faults and perceived “immorality” in governance, no one can deny that Mrs. Arroyo succeeded in what her predecessors failed, and failed miserably—take care of the poor. In her 2001 State of the Nation address, Mrs. Arroyo identified four priority areas: lower poverty, enhance education, maintain food security, create more housing and employment.
To her credit, Mrs. Arroyo never waivered in her resolve to improve the lives of the ordinary Pinoy. Despite a system that she once described as a “politically degenerated” one, Mrs. Arroyo marshalled the remaining forces of EDSA dos and just worked their asses off. She strengthened the economy and assisted 700,000 poor Filipino families through her pro-poor program. She expanded the coverage of those who can avail of low-cost housing. More than 1.7 million poor Filipinos were able to get their own houses. And more than 8 million jobs were created amidst a global economic crisis.
Empowering the poor means creating a wider and expanded field of opportunity. It’s hard to deny that Mrs. Arroyo succeeded in that too. She gave support to entrepreneurs. She developed economic zones. And she steered clear of pro-globalization policies that would harm the domestic economy.
I usually travel outside of Metro Manila on weekends and holidays and I can’t deny that economic growth has indeed, spread in the countrysides. There are more banks, malls and retail stores. There are more roads, more bridges and more factories. Northern and Southern Luzon are just some examples. Imagine seeing Ferregamo in Vigan, or seeing Starbucks stores in almost all cities and towns of Pangasinan, La Union and the Ilocos region.
Yes, there is but one fault of Gloria—she was so focused in what she was doing to improve the domestic situation that she failed to check on some of her secretaries and undersecretaries. Yet, listening to her now and reading the copy which one of my media colleagues gave me and checking it with my own researched facts, led me to one conclusion—she was right. Yes, she was a tireless government servant. Yes, she was the one who swallowed every comment, every hate, every attack because she knew that she’s right. She’s right about the economy. She’s right about low cost housing. And she’s right with the direction and the vision, she had in 2001.

I think agribusiness should be a core industry of the Philippines, but that entails adopting a big business approach to get the quality and quantity of product that sells overseas. The approach here is to go small to protect small subsistence farmers, and that is the opposite of what is needed to generate wealth, and from that, jobs. Call centers or tech-services should be a main industry, too. And trade. And mining. And tourism. Push them all forward. Should the Philippines try to manufacture cars or computer chips? I don’t think so. Junk toys? Hmmm, not much there.
The jeepney driver will benefit as wealth rolls downstream. Mr. Aquino has the right idea. Cut out the waste inherent in the trade of favors and corruption, and put it into producing wealth, or improving education.

“It’s a trust in governance. It is not Noynoy you are voting for but what you feel what will happen to the country if he is president. I expect investment to shoot up to about 8% of GDP, or about P632 million so that’s 632 million jobs being created without him doing anything but just be president,” he said.
He also noted that another advantage of having Aquino as President is that the people would be more willing to pay taxes to a government that they perceive is not corrupt.
“Do you think the people will pay more because they trust the government? Yes,” he said.

Both the PACC and then GMA’s Presidential Ant-Graft Commission (PAGC) are offices under the OP and had substantial budgets that started out at Php 25 million a year for three commissioners, none of whome were practicing lawyers or accountants. At the last congressional hearings on the budget, this amount had tripled.
GMA’s version, PAGC, employed a law student on the pretext that the hiree provided legal advise to the chairperson. The hiree had been an under-Bar student for several years. In the community opf lawyers, bagsak na yan.
Worse, it was later revealed that the hiree was the girlfriend of the chairperson’s son. While the commissioners are presidential appointees, the career executives within the organization, from assistant commisioners to the staff,are peppered with “syotas, inaanaks and kamaganaks”.
PAGC however defended its hiring policy by declaring these positions as “confidential” and therefore required personnel more trusted than qualified. Warped, di ba?
Anyone appointed to the commission will inherit this rather established hierarchy of civil servants that will be difficult to dislodge given civil service tenure protection.
So, we can add that to the 330 eleventh-hour appointments suddenly given jobs that midnight of May 9, 2010 and the 5,000 or so incumbent presidential appointees on the boards of GFIs, GOCCs, private corporations with SSS and GSIS trading equity, and, let’s not forget, the Rizal Park Development Corporation that has a real hardinero cum caminero within its board.

President Aquino and Vice President will both be works in progress these next six years and as Mr. Aquino is the President, by function he will be the conductor, in a manner of speaking. That’s exactly why Mr. Binay, the VICE PRESIDENT, has the onus of working with the President in a constructive manner while also putting his own presidential dream in a holding pattern. I believe he can, if and when his time comes,become President.
Note please how the post ends. First things first, in my humble view.
The President must know how to persuade people to work with him for a cause. He is a uniting force, not a dividing force. This is one of the Hallmark of a true leader. As I had stated. Leadership is an art. It is a talent like: boxing, singing, dancing, etc.. You either have it; or you don’t. I have not found an iota of leadership on Noynoy Aquino. The results of his recent decisions just show it…

Binay media officer Joey Salgado: Vice President Binay respects President Erap’s advice but he has already decided to decline any position in the Cabinet so that he would no longer add to the problems facing President Noynoy Aquino. He’s not going to accept any position.

Why should he be down? Tied to no obligation, that’s six long years on the campaign trail for the presidency in 2016.
In fact , he’s probably estimating that after six years, a Noynoy endorsement is probably today’s equivalent of GMAs kiss of death.
The man dangled the Filipino voters HOPE. Now, the HOPE is turning into a mirage…
It would be very unpatriotic for anyone like Jojo Binay to hope for a failed Noynoy 6-year presidency this early and capitalizing on that scenario to boost his chances for a run in the 2016 presidential election. It’s going to be a big gamble on his part playing the devil’s advocate under Noynoy’s government considering various indicators that there is nowhere else to go for the country but up under the new administration after having been layed down on the gutter by the old government of GMA.
And, assuming that Noynoy failed such that his endorsement shall be considered a kiss of death at the end of his term, Binay can’t rightly assume to reap any considerable reward from that by refusing to accept a position in any capacity and just stand by and wait.
Jojo Binay is not a dumb politician, I think he’ll change his mind and accept a position later.
Noynoy Aquino is a dumber politician. He took his Vice Presidential running mate, Mar Roxas for a ride. The man has no words of honor. He is the consumate political opportunist.

Mr. Salceda was with Pres. Arroyo. He was her economic adviser. If he did not create 632 million jobs; when he was advising Pres. Arroyo. How can he create 632 million jobs now? You mean to say factories will spring out in the Phillipines overnight, like mushrooms? Or countries will come flocking to the Philippines to invest? It is over optmism, bordering to delusion. The world is in economic downturn. Other countries are busy staying afloat. They have no time for charities.
Noynoy Aquino is not a miracle worker. I have never seen him walk on water; nor multiply cavans of rice to feed us. The Philippines is full of problems: economic, social and political. Are we now living in Noynoy Aquino’s Wonderland? We are like Alice who fell into the Wonderland. We just have fallen into the Hole of EDSA nostalgia.

This is a job of the congress or senate special inquiry committees – not someone from the executive office. We all seem to worry about Binay and Noynoy not getting along huh ? Well, what DO YOU EXPECT ?? They’re Pres and VP true but still politicians with party leanings and not corporate executives, lest we forget.
Just curious, other than showing up in Pacquiao’s fights abroad, doesn’t the Vice President have a frigging job description?
