One of the key hindrances to voter registration has been the personal appearance clause. I would say that the personal appearance is a form of disenfranchisement.</description>

Now, i don&#039;t believe that it&#039;s just a mere distance from your house to the embassy that really matters. As a former OFW myself, I asked many of my friends abroad why the low turnout and they told me that most OFWs have already lost all hope about changing things here thru elections. In fact, majority of Filipinos want a revolution.</description>
